The Hainan Provincial Agricultural Machinery Supervision Institute requires that the agricultural machinery safety supervision departments of all cities and counties, in accordance with the requirement that "all subsidized tractors and combine harvesters must have license plates and certificates processed," must urge machinery owners to promptly process the license plates and certificates for tractors and combine harvesters that have not yet had them processed, especially the Jinlu-brand tractors, Changyun-brand tractors, and Jinlu-brand biogas slurry tractors that enjoy local subsidies, as well as the Jinlu-brand tractors that enjoy subsidies from the agricultural reclamation system; for owners (drivers) of subsidized agricultural machinery who have not yet obtained driving licenses, they must participate in tractor driving training and examinations on time, ensuring that all subsidized tractors and combine harvesters are licensed and certified on time and that all drivers lawfully obtain tractor driving licenses. In accordance with the "six-to-the-village" requirement, agricultural machinery safety supervision personnel must be organized to go deep into villages, farms, and farming households to publicize the Regulations on the Safety Supervision and Administration of Agricultural Machinery and the policy on subsidies for the purchase of agricultural machinery, help farmers and machinery operators overhaul agricultural machinery, guide tractor driving training institutions in doing a good job in agricultural machinery skills training, carry out agricultural machinery safety publicity and education, do a good job in door-to-door services such as the inspection, licensing, and certification of tractors and combine harvesters, and proactively cooperate with the competent departments in organizing and implementing the policy on subsidies for the purchase of agricultural machinery, so that the broad masses of farmers truly enjoy the benefits of the state's preferential agricultural policy.
