Research team from the Provincial Agricultural Information Center visits Wushan to research rural informatization work

On November 10, Dong Guoying, deputy director of the Gansu Provincial Agricultural Information Center, and Zhao Huanbin, section chief of the Provincial Agricultural Information Center, together with Wu Yizhong, deputy director of the Tianshui Municipal Agricultural Bureau, Zhang Guifeng, section chief of the Information Section of the Municipal Agricultural Bureau, Gou Binqiang, staff member of the Information Section of the Municipal Agricultural Bureau, and heads of the Wushan County Agricultural Bureau, the Information Center and the Vegetable Bureau, visited Shandan Junior Middle School in Wushan County and Daliushu and Wenjiasi villages in Luomen Town, among other places, to research the implementation of the rural public information service network project and the integration and application of rural information resources.

In the meeting room of the village committee of Guozhuang Village, Luomen Town, a television set equipped for rural distance education was broadcasting a television lecture, "Tomato Cultivation and Management," transmitted by the provincial government's multimedia information satellite broadcasting system. The village Party secretary happily told the research team: "Since the village got internet access and the multimedia broadcasting system, villagers no longer worry about selling their agricultural products, and they can also watch provincial, municipal and county television and telephone conferences through their home televisions, giving them a better grasp of all the policies on agriculture and rural areas..."

At the village committee of Daliushu Village, village officials and villagers were watching a Tianshui Television program on a projection screen. The village director said: "The Information Center added a receiver card to the village's cultural resource sharing project, so we can not only watch programs from Tianshui Television and Wushan Television, but also watch provincial, municipal and county television and telephone conferences..." Dong Guoying had a cordial conversation with the people present and learned in detail about the villagers' information needs and the development of their industries.

After the on-site research ended, Wang Guide, deputy director of the County Party Committee Office, chaired a symposium. Members of the provincial research team, the municipal and county accompanying personnel, and heads of units including the County Party Committee Office, the Organization Department, the Finance Bureau, the Development and Reform Bureau, the Agricultural Bureau, the Radio and Television Bureau, the Information Center, the Vegetable Bureau, the Commerce Bureau, the Health Bureau, the Poverty Alleviation Office, the Culture Bureau, the Science and Technology Bureau, the New Rural Construction Office, the Library, the Telecommunications Bureau and the Mobile Company attended the meeting.

At the meeting, Yang Shengping, director of the County Vegetable Bureau, reported on the implementation of the rural public information service network project; Wang Xiangli, director of the County Information Center, reported on the integration of rural information resources; various county-level departments gave speeches; Dong Guoying, deputy director of the Provincial Agricultural Information Center, gave a comprehensive overall assessment of Wushan's rural informatization construction; and Wu Yizhong, deputy director of the Municipal Agricultural Bureau, put forward specific suggestions and opinions on the work of rural informatization construction.

In his speech, Dong Guoying spoke highly of Wushan County's rural informatization construction. He pointed out that the rural public information service network project implemented by Wushan County in 2008 provided farmers with targeted download and print services for information on becoming prosperous in rural areas; the Agricultural Information Herald has rich content and excellent illustrations and text, is highly readable, and effectively guides rural people in carrying out agricultural production. In particular, the Wushan County Information Center, basing itself on local realities and innovating independently, proposed a plan for integrating rural information resources. Through practical testing, it has a strong informatization service application function suited to rural development in impoverished areas and has created a new model for rural informatization construction across the province. This plan integrates the existing rural Party member distance education system, the cultural resource sharing project, the broadcasting and television "village-to-village" project, and information transmission means such as mobile phones, telephones and televisions in farmers' homes, enabling all these devices to give full play to their respective advantages, rapidly transmit all kinds of information and serve agricultural development. It is a major innovation in rural informatization construction and has very broad application prospects. The plan's innovativeness, scientific nature and feasibility have already attracted great attention from relevant leaders of the Distance Education Office of the Organization Department of the Provincial Party Committee, the Provincial Department of Agriculture and Animal Husbandry, the Provincial Department of Culture and the Information Office of the Provincial Government. At the same time, this research also found that the Wushan County Party Committee and County Government leaders attach great importance to this work, that county-level departments coordinate and cooperate fully with one another, and that Wushan County's rural informatization construction has sound institutions and a strong technical team, laying a solid foundation for the smooth progress of all work. He said he would make the greatest effort to report the successful experience and practices of the "Wushan model" to relevant leaders and strive for broader support.

On how to better advance rural informatization construction, Dong Guoying stressed that it is necessary to seize opportunities, build on the momentum, further strengthen organizational leadership, reinforce all measures, innovate mechanisms and systems, solidify work responsibilities, equip strong personnel teams, use advanced technology, continue to improve the approach to rural informatization construction, comprehensively promote and implement the rural information resource integration plan, and strive to make the "Wushan model" a model for rural informatization construction across the province, playing a positive guiding and exemplary role in exploring a long-term mechanism for rural informatization construction throughout the province.

Finally, Wu Yizhong, deputy director of the Municipal Agricultural Bureau, pointed out in his speech that Wushan County attaches great importance to rural informatization construction, integrates information resources through multiple channels, flexibly brings information means into play, combines the county's industrial characteristics, and takes serving "agriculture, rural areas and farmers" as its starting point, running websites, building networks and conducting training, effectively breaking through the "last kilometer" problem in rural informatization construction, with very remarkable results. At the same time, he hoped that the province would further increase project support, continue to extend the project, and continuously expand the coverage of the rural public information service network project, ensuring that Wushan County's rural informatization construction reaches a new level.
