2014 Work Plan for the Standardized Livestock and Poultry Farming Demonstration Creation Activity

In order to accelerate the transformation of the mode of livestock production and continuously raise the level of standardized livestock and poultry farming, our Ministry has decided to continue the standardized livestock and poultry farming demonstration creation activity in 2014. This plan is formulated to ensure that the creation work is carried out in a standardized and orderly manner.

1. Creation Goals

Continue to carry out standardized livestock and poultry farming demonstration creation in the advantageous regions for pigs, dairy cattle, laying hens, broiler chickens, beef cattle and meat sheep across the country. Through training lectures, expert guidance and on-site assessment, another 300 standardized livestock and poultry demonstration farms will be created in 2014.

2. Creation Content

(1) Basic Requirements

The production and operation activities of the large-scale farms participating in the creation must comply with the Animal Husbandry Law, the Animal Epidemic Prevention Law and other relevant laws and regulations, and must have the farm filing and registration procedures and the "Animal Epidemic Prevention Conditions Qualification Certificate"; the farming records must be complete, and no major animal epidemic or quality and safety incident may have occurred within two years.

1. Pigs: more than 300 sows of reproductive age on hand, and more than 5,000 fattening pigs sold annually.

(2) Demonstration Creation Content

The main contents of the standardized creation of livestock and poultry farms are:

1. Improved livestock and poultry breeds. Adapt to local conditions and select high-yield, high-quality and high-efficiency improved livestock and poultry breeds, with a clear breed origin and qualified quarantine.

2. Facility-based farming. The site selection and layout of the farm are scientific and reasonable, and the production facilities and equipment for livestock and poultry housing, feeding and environmental control meet the needs of standardized production.

3. Standardized production. Formulate and implement scientific and standardized livestock and poultry feeding and management procedures, equip with animal husbandry and veterinary technical personnel commensurate with the farming scale, strictly comply with the relevant provisions on the use of feed, feed additives and veterinary drugs, and implement information-based dynamic management in the production process.

4. Institutionalized epidemic prevention. Epidemic prevention facilities are complete, epidemic prevention systems are sound, comprehensive prevention and control measures for livestock and poultry diseases are implemented scientifically, and harmless treatment is carried out for dead livestock and poultry.

5. Harmless manure and sewage. The treatment methods for livestock and poultry manure and sewage are appropriate, the facilities are complete and operate normally, and the resource utilization of manure and sewage is realized or the relevant discharge standards are met.

3. Key Work

(1) Carry out publicity and mobilization. Each province (region, municipality) is specifically responsible for the demonstration creation work in its region, and must refine the work plan in accordance with the requirements and clarify the work content and timetable; the county-level animal husbandry and veterinary competent departments must organize publicity and mobilization work to ensure that farms and households know the creation content and requirements, mobilize the enthusiasm of farms and households, and create a good atmosphere for demonstration creation.

(2) Strengthen technical support. Each province and region must, in light of the needs of the creation activity, establish and improve the assessment system for the creation technical expert group, improve the expert team, and truly ensure that the expert group has fixed personnel, excellent technology, responsible work, and fairness and impartiality. Inspection and assessment must be strengthened, and those unable to provide technical services must be adjusted in a timely manner.

(3) Determine the creation units. The Ministry of Agriculture verifies the number of standardized demonstration farms to be created in different provinces and regions, and the number to be created by livestock species is determined by each province in light of actual conditions. County-level animal husbandry and veterinary competent departments report the farms and households voluntarily participating in the creation to the provincial-level animal husbandry and veterinary competent departments; farms belonging to provinces (prefectures, cities) are reported to the provincial state farm competent departments, which then report to the provincial animal husbandry and veterinary competent departments; after review and approval, the provincial-level animal husbandry and veterinary competent departments report to the Animal Husbandry Department of the Ministry of Agriculture for filing. The number of farms and households participating in the creation may not exceed 120% of the verified creation number. For regional demonstration creation work organized by various localities, the localities shall formulate standards for creation and acceptance in light of actual conditions, and incorporate them into the local demonstration farms.

(4) Strengthen creation training. Each province and region is responsible for centralized training and technical guidance for the creation units in its province and region, and each creation unit shall, in accordance with the requirements, renovate its infrastructure and standardize its management measures.

(5) Implement acceptance and plaque issuance. The Ministry of Agriculture formulates the scoring standards for acceptance of demonstration farms; the 2014 acceptance scoring standards shall still be implemented according to the 2011 standards, in which the dairy cattle inventory is adjusted to more than 300 head (the electronic version of the standards can be downloaded from the information disclosure section of the Ministry of Agriculture website). Provincial-level animal husbandry and veterinary competent departments may, in light of actual conditions, formulate acceptance scoring standards for their own provinces and regions, but the relevant indicators may not be lower than the acceptance standards issued by our Ministry. All localities must, in accordance with the acceptance scoring standards and established procedures, organize expert review and acceptance, and publicly announce the standardized farms that pass acceptance in the local media; after there is no objection to the public announcement, report to the Animal Husbandry Department of the Ministry of Agriculture. All localities must conduct strict assessment, preferring to leave a vacancy rather than accept the unqualified. Our Ministry will organize random inspection and re-examination based on the reported results, uniformly release them to the public, and issue plaques.

(6) Give play to the demonstration effect. While organizing a new round of demonstration creation work, provincial-level animal husbandry and veterinary competent departments must focus on the demonstration farms that have already been issued plaques, organize and carry out various forms of demonstration and extension activities, ensure that the measures are specific and the results are remarkable, truly make the standardized production technology of demonstration farms understandable and learnable, and drive more farms and households to benefit in the development of standardized production. Each province and region shall, before December 1, send an electronic version of the summary of the demonstration-driven work to the Animal Husbandry Division of the Animal Husbandry Department.

(7) Strengthen supervision and management. The Animal Husbandry Department, together with the National Animal Husbandry Station, organizes experts to carry out supervision and research, and guides all localities in carrying out demonstration creation activities. Provincial-level animal husbandry and veterinary departments shall set up supervision and reporting telephone lines to accept social supervision and ensure that the activity is carried out openly, fairly and impartially. It is necessary to establish and improve the assessment mechanism for the creation activity, and in accordance with the requirements of the "Measures for the Management of Standardized Livestock and Poultry Demonstration Farms of the Ministry of Agriculture", strengthen the daily supervision of the standardized livestock and poultry farming demonstration farms that have already been issued plaques in their own provinces and regions. Each province and region shall, in accordance with the relevant provisions of the Measures for the Management of Demonstration Farms, organize and carry out
