Fully tap the potential of social organizations to absorb college graduates for employment. For college graduates who take jobs at social organizations, foundations, and private non-enterprise units in provincial capitals and cities below the provincial capital level, the local public employment and talent service agencies shall assist in handling household registration procedures, and they shall enjoy the same treatment as personnel of the same category in state-owned enterprises and public institutions in terms of professional and technical title evaluation.

2. All regions should take measures to ensure that eligible college graduates can receive various services and policy benefits such as entrepreneurship guidance, entrepreneurship training, business registration, financing services, tax preferences, and venue support.
