Central government allocates 2 billion yuan to support 200 rural e-commerce demonstration counties, with 10 million yuan in subsidies per county
The Ministry of Finance and the Ministry of Commerce announced on July 14: the list of 200 demonstration counties for the 2015 comprehensive demonstration project for e-commerce into rural areas. The central government plans to arrange 2 billion yuan in special funds for targeted support to develop local rural e-commerce.
I. Policy requirements
According to the arrangement, the 2 billion yuan in special funds for 2015 will fully support the development of rural e-commerce in the central and western regions, especially in the old revolutionary base areas, and the use of the funds will focus on building a three-tier logistics distribution system at the county, township and village levels. It is hoped that the guidance and encouragement of fiscal funds will bring more enterprises and social capital into rural e-commerce development and cultivate a rural e-commerce ecosystem.
II. Amount of support funds: 10 million yuan will be allocated to each county
Among the newly announced 200 demonstration counties, counties and districts in the central and western regions account for 82.5%, and poor counties account for more than 43.5%. Old revolutionary base areas such as southern Jiangxi, eastern Guizhou, southern Gansu and northern Shaanxi appear on the list in clusters. This is a measure by which fiscal funds support central and western provinces and old revolutionary base areas on a merit basis. Each pilot county will be allocated 10 million yuan, and demonstration counties that meet the assessment requirements will be supported for another year in 2016.
III. Requirements for the use of funds: special funds will be standardized for use in three areas
First, establish a complete three-tier logistics distribution system at the county, township and village levels;
Second, use them to support the construction and renovation of county-level e-commerce public service centers and village-level e-commerce service stations;
Third, use them to support rural e-commerce training.
The list of comprehensive demonstration counties for e-commerce into rural areas selected locally through competitive means is hereby announced. E-commerce, logistics, commerce, postal, supply and marketing, financial and other enterprises and individuals are welcome to actively participate in rural e-commerce work. At the same time, all sectors of society are welcome to supervise and offer valuable suggestions.
