Liang Qili: A leader in getting rich in the tea countryside

He raised more than 2 million yuan from various sources to build a cement road to the village, changing the scene in Gaotang Village of “difficult roads, undrinkable water, and a dilapidated village appearance”; he raised more than 200,000 yuan from higher levels to implement a safe drinking water project, changing the village residents' history of relying on the weather for water for many years; he established a tea cooperative and innovatively implemented the organizational structure and business model of “cooperative + leading enterprise + large tea farmer households + small tea farmer households.” CCTV once came to interview them about their successful experience……

He is Liang Qili, 40 years old this year. He was once an ordinary branch secretary in Tanghu Town, Suichuan County. During more than 10 years as a village cadre, great changes took place in Gaotang Village under his leadership. Liang Qili has been rated successively as a “Model Party Branch Secretary,” one of the “100 Farmer Entrepreneurship Pacesetters,” one of the “Top Ten Entrepreneurial Youth Pacesetters,” a Jiangxi Province Technical Expert, and others.

Gaotang Village is the farthest and highest-altitude village in Tanghu Town. Before 2005, communication with the outside world depended entirely on a narrow footpath. When Liang Qili learned that the state would launch the “Revolutionary Sacred Sites Project,” he immediately went to the town and expressed to the Party committee and government the urgent desire to build a road. Through the joint efforts of the town and village, the project was successfully approved. Afterward, he accompanied the designers over mountains and ridges to conduct detailed surveys. After the project started construction, in order to make up for the shortage of construction funds, he took the lead in raising funds and donating money. To implement the “village-group road access project,” he led Party members and cadres in taking responsibility for dangerous sections, steep slope sections, and rocky sections, carrying forward the spirit of the Foolish Old Man who removed the mountains, blasting rocks and launching a major road-building campaign. Today, Gaotang Village has achieved road access for every village group.

“To enable the broad masses to leave the mountain gate and develop the economy, it is necessary to upgrade rural electricity and install program-controlled telephones to solve the problem of information isolation.” Liang Qili understood this principle deeply. Because the journey was relatively long, opening program-controlled telephone service had high costs and low returns, so the telecommunications department would not approve the project. He negotiated with the telecommunications department many times and finally moved the company's leaders. He led all village cadres and the masses in carrying poles and lines, digging holes and planting poles, and indeed enabled the remote mountain village to use reliable electricity and cheap electricity. He also cooperated with the town Party committee and government to obtain more than 200,000 yuan for the rural safe drinking water project, obtained funds for the construction of village-level activity venues to build a new village office building, and the village primary school was also repaired.

The tea development in Tanghu Town has always been booming, but most of it was a loose development model run by individual households. Liang Qili keenly discovered that many changes had already taken place in the tea industry, and the division of labor was becoming increasingly detailed. So he sought opinions from several large tea households and established the Xinming Cooperative in 2008, absorbing 12 member households. He led the members in adopting the method of “cooperative + base + farmer households,” guiding tea farmers to develop more than 3,200 mu of high-quality tea, freely guiding tea farmers to learn processing techniques, and through purchasing fresh tea leaves for centralized processing, guiding the formation and growth of the Tanghu fresh tea leaf trading market, so that every tea farmer could benefit in the chain of interests. Liang Qili then invested more than 10 million yuan to lease 460 mu of tea garden from the Water and Soil Conservation Tea Factory, attracted several tea-making experts at the level of tea kings to guide the enterprise, brought an enterprise on the verge of bankruptcy out of difficulty, solved the problem of year-round employment for more than 20 people, and more than 130 people served the tea factory long term. In 2011, in response to the county Party committee and county government's call to develop the tea industry, Liang Qili left his village management post and threw himself into the tide of the market economy. On the basis of forming a cooperative and leasing tea gardens, he formed the Suichuan County Tanghu Xinming Tea Professional Cooperative and established the Suichuan County Ancun Tea Factory, innovatively implementing the organizational structure and business model of “cooperative + leading enterprise + large tea farmer households + small tea farmer households.” It also obtained the licensed use of the “Gougunao” geographical indication trademark. In 2012, the tea factory he established was rated as a municipal-level leading enterprise in agricultural industrialization, and sales networks were established in all cities and counties across the province as well as in Shanghai, Beijing, Shenzhen, Hunan, and other places. The “Cuiyuan Brand” Gougunao tea produced by the cooperative and enterprise he led has won awards many times in the city, the province, and even across the country. At present, the enterprise's annual sales revenue reaches more than 36 million yuan, tea sales are 150 tons, and the average annual income of member households is more than 200,000 yuan.
