On November 17, Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, presided over a meeting on the formulation of the 13th Five-Year Plan Outline and delivered an important speech.
Zhang Gaoli, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended.
At the meeting, the National Development and Reform Commission reported on the formulation of the Plan Outline. Attendees held discussions. Li Keqiang said that the next five years are the decisive stage for China to build a moderately prosperous society in all respects, and also a critical period for achieving upgraded development. We face a domestic and international environment different from the past. On the one hand, we are still in a period of strategic opportunity in which much can be accomplished, and we have considerable room for maneuver; on the other hand, the weak recovery of the world economy and changes in geopolitics and the international economic and trade landscape have made the external environment for China's development more complex and intricate. As the domestic economy continues to grow in size on a high base, it is becoming more difficult to achieve steady operation while also coordinating well with transformation, employment and other factors. If we take the crucial step toward the final victory in building a moderately prosperous society in all respects, we can basically cross the "middle-income trap" and push the grand cause of building a modern country to a new height. For this reason, in accordance with the spirit of the Fifth Plenary Session of the 18th CPC Central Committee, it is vitally important to formulate a 13th Five-Year Plan Outline that is strongly strategic, targeted and operational. This will help strengthen confidence in development, inspire passion for striving, and through solid efforts turn the beautiful vision of building a moderately prosperous society in all respects into reality.

Li Keqiang stressed that the Plan Outline must highlight new development concepts. Around implementing the concepts of innovation, coordination, green, openness and sharing, a series of major policy measures should be introduced, with efforts focused on increasing momentum, promoting balance, ensuring sustainability, expanding space and making development more inclusive. Flexible and effective innovative macro-control measures should be used to respond to economic fluctuations, accelerate the conversion of old and new growth drivers and ensure a smooth transition, further unleash the potential of effective demand, cultivate new advantages in international competition and cooperation, and maintain medium-to-high-speed economic growth. Closely focusing on adjusting the structure and transforming the growth model, we should implement the innovation-driven development strategy, promote mass entrepreneurship and innovation, and work on both the supply side and the demand side to push industries toward the medium-to-high end, build new growth poles around new urbanization and balanced regional development, form new green and low-carbon growth points, and achieve development with improved quality and efficiency and a sound ecology. We must continue to ensure basic livelihood, steadily raise the level of equalization of basic public services, and adjust the income distribution mechanism on the basis of continuously increasing incomes to promote social fairness. In particular, we must win the battle against poverty and reflect development results in the well-being of the people.

Li Keqiang said that the Plan Outline must run through the spirit of reform. Through concrete major reform measures, we should eliminate abuses that hinder development and impede fairness. In accordance with the requirement to further clarify the boundary between the government and the market, we should remove various unreasonable restrictions on market entities, maximize the release of market vitality in promoting "mass entrepreneurship and innovation," and liberate and develop social productive forces. We should accelerate the improvement of institutional systems such as property rights protection and transactions, modern public finance, factor markets, price formation and financial services, build a market environment of fair competition, fully give play to the decisive role of the market in resource allocation and better play the role of the government, improve the efficiency of resource allocation, and enhance development effectiveness with the continuously released dividends of reform.
Li Keqiang pointed out that the Plan Outline must focus on key development areas and clearly define effective levers. By implementing a number of major projects and major programs, we should seize strategic high points related to national competitiveness and provide higher-quality and more diverse public goods and services. Around enhancing China's comprehensive national strength, we should build a number of major projects in areas such as the frontiers of science and technology, building a strong information nation, high-end equipment, and the development of strategic emerging industries. With a view to improving basic support capacity, we should implement a number of major projects in areas such as transportation facilities, new urbanization, modern agriculture, energy development, faster internet, and ecological and environmental governance. Based on strengthening social development, we should introduce a number of major measures in areas such as education development, promoting employment, a healthy China, and cultural development. We should make overall arrangements and closely link them with relevant special plans, and push economic and social development to shore up weak links and break through bottlenecks.

Li Keqiang said that the Plan Outline must focus on mobilizing the enthusiasm of both the central and local governments. On the one hand, local plans should reflect the national strategy; on the other hand, the national plan should also support qualified localities in optimizing structure and layout around development and carrying out various explorations and pilots. We should formulate plans with an open door, make good use of technical platforms such as the internet and big data, and widely listen to opinions from all sides. We should respond to the people's expectations and relieve their worries, and introduce more substantive and practical measures from which the people can directly benefit, truly achieving the formulation of plans by gathering wisdom and the building of a moderately prosperous society by pooling strength. This will make the 13th Five-Year Plan an action program that promotes scientific development and inspires people to forge ahead.
