Jiangmen's targeted poverty alleviation is expected to be wrapped up by the end of the year

Original title: Targeted poverty alleviation, Jiangmen takes the lead

The city's 80 poverty-stricken villages and more than 10,000 impoverished people are expected to escape poverty by the end of the year

At yesterday's meeting, Rong Fuhua, a member of the municipal government's Party leadership group, introduced the results of the government's targeted poverty alleviation efforts.

Yesterday morning, the Jiangmen municipal government held a media briefing on targeted poverty alleviation work, introducing Jiangmen's targeted poverty alleviation efforts to the media. It is expected that by the end of the year, all 80 poverty-stricken villages and more than 10,000 impoverished people in the city will be lifted out of poverty. In addition, Jiangmen has achieved two firsts: it was the first to include urban poor households within the scope of poverty alleviation and development assistance, achieving full coverage of poverty alleviation targets; and the first to combine poverty alleviation work with protecting clear waters and green mountains and equalizing basic public services, solving the difficulties in the economic and social development of poverty-stricken villages. Rong Fuhua, a member of the municipal government's Party leadership group, introduced the three "fully completed" achievements of targeted poverty alleviation over the past year, as well as Jiangmen's innovative practices.

Full urban and rural coverage of poverty alleviation targets

Yesterday morning, Jiangmen Mayor Deng Weigen updated his WeChat, saying: Recently, "targeted poverty alleviation and targeted poverty eradication" have become buzzwords. The Fifth Plenary Session of the 18th CPC Central Committee and the just-concluded Central Poverty Alleviation Work Conference proposed that by 2020, all 70 million rural poor people nationwide will be lifted out of poverty, and all poverty-stricken counties will shed their poverty caps. Jiangmen was the earliest to propose innovative measures for targeted poverty alleviation and targeted poverty eradication, and wrote them into the government work report. It should be said that in terms of the approach to poverty alleviation, it has taken the lead in thinking and in action.

Last October, the Jiangmen Municipal Party Committee and Municipal Government took the lead in proposing the working approach of "targeted poverty alleviation, targeted poverty eradication" and designated it as one of the major livelihood projects of the Municipal Party Committee and Municipal Government. Under the guidance of this approach, Jiangmen's two firsts stand out particularly. That is, while continuing to carry out rural "two-to" poverty alleviation, and in light of local realities, urban needy families with the ability to work have been included within the scope of targeted poverty alleviation assistance, changing the traditional practice of only assisting rural poverty targets, and achieving full urban and rural coverage of poverty alleviation targets.

Another practice is that, under limited financial resources, funds for "targeted poverty alleviation and equalization of village-level public services" have been coordinated and arranged. For village collectives that protect rural clear waters and green mountains, develop a green circular economy GDP, and implement equalization of basic public services, subsidies for equalization of basic public services and resource incentive-based fiscal subsidies are provided, thereby finding a way to resolve the contradiction between "protecting the ecology" and "accelerating development."

Targeted poverty eradication may be completed by the end of the year

At the meeting, Rong Fuhua, a member of the municipal government's Party leadership group, said that it is expected that by the end of the year, the task of targeted poverty eradication for poor households can be fully completed. For the 1,055 households and 4,029 people in the city's 80 poverty-stricken villages, the per capita disposable income will reach 9,372.2 yuan; for the 2,823 households and 8,839 rural poor people outside the poverty-stricken villages, the per capita disposable income will reach 7,564 yuan, and all will be lifted out of poverty. In addition, of the 3,503 urban needy families included in the assistance scope, 468 households had already escaped poverty and exited the minimum living guarantee by the end of November.

Rong Fuhua mentioned that the city's 80 poverty-stricken villages, through long-term mechanisms such as building properties for rent and receiving dividends from shares in wealth-building building projects, have completed the poverty eradication task of achieving village collective economic income of more than 50,000 yuan. At the same time, through the implementation of equalization-of-basic-public-services subsidies and resource incentive-based fiscal subsidy policies, all administrative villages in the city have achieved annual collective income of more than 100,000 yuan, completely eliminating poverty-stricken villages.

In addition, all 1,320 administrative villages (communities) in the city have completed and put into operation public service stations, directly providing the public with 103 basic public services such as social security and medical health care, benefiting more than 1.7 million farmers.

Rong Fuhua gave a brief introduction to the next steps of the poverty alleviation work plan, saying that village collective disposable income will be further increased, from more than 100,000 yuan in 2015 to more than 200,000 yuan in 2018. The integration of urban and rural minimum living guarantees will be further advanced, striving to achieve integration of urban and rural minimum living guarantee standards across the city after the completion of the new round of poverty alleviation tasks.

  Q & A

Let capable people find employment

Southern Metropolis Daily: Why were urban needy families included as assistance targets this year?

Chen Xia, Director of the Municipal Civil Affairs Bureau: We hope that by assisting urban needy households, we can enable capable people to re-enter employment, raise their incomes, fundamentally improve their lives, and reduce their dependence on the government.

A third party was hired to evaluate performance

Southern Metropolis Daily: How was the 33 million yuan in funds implemented locally?

Tang Huihong, Director of the Municipal Finance Bureau: We first spent 3 months registering the ecological forests of administrative villages. If a village collective's income is below 100,000 yuan, financial subsidies are given to encourage the administrative village to protect its green mountains and clear waters. For example, according to a certain amount per mu, it is topped up to 100,000 yuan. If the resources have not decreased within three years, these reward subsidies will be paid out.

Practices

●Innovative work targets

In 2013, in accordance with the work deployment of the second round of poverty alleviation and development by the Provincial Party Committee and Provincial Government, "planning to households and responsibility to people," Jiangmen included the 21 provincially designated key assistance villages and 467 households and 1,798 people of poor households with the ability to work within the scope of assistance. At the same time, in light of local realities, it also included the 59 municipally designated key assistance villages, 589 households and 2,290 people of poor households with the ability to work, and 2,823 households and 8,839 poor people outside poverty-stricken villages within the scope of assistance. At the beginning of this year, it also included 3,503 urban low-income needy households with 6,805 people within the scope of poverty alleviation work.

●Innovative ways of using funds

At the beginning of this year, the Municipal Finance Bureau coordinated and arranged 33 million yuan in funds for "targeted poverty alleviation and equalization of village-level public services," used to establish a categorized and tiered resource subsidy and reward-subsidy mechanism, and to implement equalization-of-basic-public-services subsidies and resource incentive-based fiscal subsidy policies. The focus of village cadres' work has shifted from developing the collective economy to increase village committee income to protecting green mountains and clear waters and providing public services.

●Innovative assistance methods

The assistance approach has shifted from the traditional "giving people fish" to "teaching people to fish." When assisting rural poor households, based on local resources and leading industry advantages, models such as "company + base + farmers" and "cooperative + farmers" can be innovatively used to help farmers escape poverty and become prosperous. In addition, based on the actual circumstances of the assistance targets, a series of targeted poverty alleviation mechanisms have been established, including medical assistance, educational assistance, and transfer employment. Third is creating an "Internet + poverty alleviation" model.
