Multiple new policies for migrant workers are about to be introduced in 2016

Brothers and sisters who are migrant workers, in 2016 you are the hottest topic! A whole bunch of new policies are about to be rolled out!

Over the past two months, "migrant workers" have suddenly become a hot topic!
Various meetings and various documents have listed them as important service targets, hoping they can live in the cities with peace of mind, providing them with more public services, and expecting them to buy homes in the cities.
Let us look at three levels.

The first level: the central level. This year's November meeting of the Central Leading Group for Financial and Economic Affairs, the December Central Economic Work Conference, and the Central Urban Work Conference all discussed migrant workers.

For example, the Central Economic Work Conference: by accelerating the citizenization of migrant workers, expanding effective demand, unclogging the supply and demand channels, digesting inventory, and stabilizing the real estate market.
Another example is the Central Urban Work Conference: in advancing urbanization, the primary task is to orderly grant urban resident status to those permanent residents who are capable of stable employment and life in cities and towns. It is necessary to strengthen strategic research on the citizenization of the rural migrant population, and comprehensively advance supporting reforms in land, fiscal, education, employment, medical care, elderly care, and housing security.

The second level: the ministry and commission level. When the central government gives instructions, ministries and commissions must act. For example, on December 22, the National Development and Reform Work Conference was held, revealing that a plan would be formulated and implemented for 100 million people without urban household registration to settle in cities, actively cooperating with relevant departments, implementing the household registration system reform plan, accelerating the citizenization of migrant workers, meeting the housing needs of new citizens, and at the same time developing the housing rental market.

It can be fully inferred: at present, ministries and commissions such as the Ministry of Housing and Urban-Rural Development, the Ministry of Finance, the Ministry of Land and Resources, the PBOC and the CBRC, and the Ministry of Agriculture are also busy studying and formulating policies to serve migrant worker brothers well. The core purpose is to accelerate their citizenization. Keeping them in the cities with peace of mind, buying a home is best, renting is also fine; in short, taking root in the city will increase "housing consumption" and reduce inventory!

It is expected that in the first half of 2016, these policies will be introduced one after another. Relying on only one department and one policy, it is difficult to attract migrant workers to buy homes; with multiple ministries and a whole bunch of policies, results will naturally be produced.

The third level: the provincial level. In recent months, provincial and municipal levels have successively introduced policies to serve migrant workers. Let us cite just one typical sample.
On November 10, the Henan Provincial Government issued the "Opinions on Promoting Farmers to Buy Homes in Cities and Expanding Housing Consumption," with the main contents as follows:
One, relevant departments and financial institutions should optimize the approval process for farmers buying homes in cities;

Two, for farmers and non-local people buying their first commercial home in cities, provide a home purchase subsidy; from 2015 to 2017, the provincial treasury will arrange no less than 300 million yuan per year;

Three, further appropriately lower the standards for transaction fees charged to farmers for buying homes;

Four, for those who meet the conditions for housing provident fund loans, they may apply to the local housing provident fund management center to convert their commercial bank personal loans into housing provident fund personal loans;

Five, open a "green" channel for migrant workers and encourage and guide migrant workers to deposit into the housing provident fund;

Six, if farmers buy commercial housing in a county seat or township seat, they may choose on their own to apply for a urban resident permanent household registration at their original place of origin or at the place where the home is purchased, and retain their original homestead, enjoying the right to use the homestead according to law; for farmers who voluntarily withdraw from their homestead and restore it to farmland or forest, and buy homes in cities, the local government may give one-time compensation according to the area of the lawful homestead they withdrew from.

Henan is the most populous province in the country and also a major agricultural province, with the largest number of migrant workers in the country. Some of them go to other provinces to work, and some work within the province. Henan Province's new policy is comprehensive and systematic, and fairly accurately grasps the guidelines and thinking of the central government and ministries. In short: welcome to buy homes in cities, and there are discounts for buying homes.
But the key to the problem is: if the central government and ministries do not introduce more and stronger supporting policies, then relying on Henan's kind of small subsidies and small-scale efforts, especially without strong support from the PBOC and the banking regulatory authorities, it will be very difficult to substantially promote farmers' home purchases.

In addition to the central, ministry, and provincial capital levels, there are two other levels: municipal and county. A total of five levels of government and five levels will form a policy synergy in 2016 to promote the citizenization of migrant workers and farmers' home purchases in cities.

No matter what, after 20 years of hardship and being looked down upon, migrant workers can finally hold their heads high for once. 2016, you are the hottest topic!
In this regard, do the employees of state-owned enterprises in some cities whose benefits have declined feel a bit bitter?
