Guangdong implements grid-based food and drug supervision, with focus on advancing food safety traceability
Original title: Guangdong deploys comprehensive advancement of grid-based food and drug supervision and food safety traceability work

From December 22 to 24, 2015, the Guangdong Provincial Food and Drug Administration held the provincial food and drug grid-based supervision and food safety traceability summary and advancement meeting in Zhanjiang, summarizing the implementation of the provincial government's key work in 2015 and deploying the comprehensive advancement of grid-based supervision and food safety traceability work. Duan Yufei, Director of the Provincial Bureau, set clear requirements for the work, and Deputy Director Yan Zhen attended the meeting and delivered a work report. Leaders of municipal bureaus across the province, heads of relevant departments, and heads of relevant divisions and directly affiliated institutions of the Provincial Bureau attended the meeting.
The meeting noted that in 2015, regulatory departments at all levels across the province worked together and intensified the promotion and application of the infant formula milk powder traceability system, achieving three major results: First, a full-process traceability system was initially formed. It basically achieved precise traceability of products produced within the province on a one-can-one-code basis, traceability of out-of-province varieties by production date, and the function of querying and warning on supervisory sampling inspection results for products. All 6 infant formula milk powder production enterprises in the province had joined the traceability system and completely reported data; among 15,040 operators, those joining the traceability system accounted for more than 99%, and 14,971 operators reported data, with a reporting rate of more than 98%. The traceability system APP had been downloaded more than 100,000 times, and the public used the traceability system to query products nearly 300,000 times. Second, the regulatory model was innovated to safeguard food safety. The full-process traceability system changed the previous segmented supervision of "point supervision" into interconnected full-process "chain supervision," and changed "mass manpower supervision" into targeted "precision supervision," gradually establishing a food safety guarantee mechanism combining government regulation, enterprise self-discipline and social supervision, and exploring a new path of using technological innovation to promote regulatory model innovation and safeguard food safety. Third, a situation of social co-governance was built. The public's extensive use of the traceability system forced production and business operators to standardize their operations, and the complaint and reporting function further strengthened the role of public supervision.
Duan Yufei required that regulatory departments at all levels further deepen their ideological understanding, enhance their sense of mission and responsibility for regulatory work, follow the requirements of the "four strictest," be problem-oriented, use precision supervision as a means, and build a three-dimensional regulatory network. First, comprehensively advance grid-based food and drug supervision work. Second, vigorously build traceability systems for infant formula foods, edible oil and alcoholic beverages, striving to achieve the goal of "all varieties queryable and key varieties traceable." Third, accelerate the construction of information-based support for "smart food and drug supervision," intensify system promotion and application, and, in conjunction with implementing the requirements of the "four strictest," focus on advancing food and drug safety risk prevention and control and big data analysis construction, and innovate a new model of precision supervision.
It is reported that in 2014 the Provincial Bureau fully launched the pilot work of grid-based food and drug supervision, exploring pilot grid-based drug supervision in various places across the province, exploring and implementing a pilot of grid-based supervision of the "four categories of products and one type of device" in Zhanjiang, and implementing pilot grid-based supervision of food, health food, cosmetics and medical devices in Foshan, Dongguan, Meizhou and Zhongshan respectively. In 2015, according to the work deployment of the provincial government, the Provincial Bureau deeply advanced the pilot work of grid-based food and drug supervision and achieved good results. First, a new grid-based supervision system was initially formed. Regulatory departments across the province accelerated the pilot grid-based work, divided the authority of cities, counties (districts), and townships (subdistricts), and basically completed the division of supervision grids. At the same time, they actively explored establishing teams of food safety coordinators, information officers and safety administrators. Second, a new mechanism with grid-based supervision as the main line was explored. Third, new results were achieved in the informatization of grid-based supervision. The construction of the "smart food and drug supervision" basic platform was launched, and a province-wide unified data center for information sharing was built. The grid-based supervision system began trial operation in pilot cities in November, and a basic food and drug supervision application platform covering regulatory departments at four levels - province, city, county (district), and township (subdistrict) - was initially built.
