He is a village Party branch secretary who dares to think and act. He not only built up his own family's wealth but also led the whole village's residents onto a path of development. Under his leadership, a veritable "Hometown of Peach Orchards" was created, interpreting with practical action the glorious mission of a Communist Party member and setting an example in the eyes of the people as a model of the new generation of "Tongshan people" in Dongchuan. He is Yang Qing, the current Party branch secretary and director of Wangchang Village, Tangdan Town, Dongchuan District, Kunming City.

Daring to be first, becoming the "lead goose" in getting rich

Wangchang Village is located south of Tangdan Town, 5 km from the town government, with an average altitude of 1800 m and an average annual temperature of 14°C. The village has a total of 502 households and 1526 people, including 411 registered poor households with 1180 people, and is one of the 59 key poverty-stricken villages in the district.

For a long time, Wangchang Village mainly grew traditional crops such as corn and potatoes, with a single industrial structure and meager incomes for the people, and it had never found an industrial development path suited to Wangchang Village. Yang Qing became the village's first wealth-building "lead goose" to try things out first. In 2012, he took the lead in introducing white peach trial planting in Wangchang Village, but due to a lack of experience and planting techniques, the first year's results were not ideal. The next year, building on previous experience, he actively studied fruit-growing techniques and went out to places such as Songming to learn planting techniques, and finally in the third year, white peaches became somewhat well known in Wangchang Village, and he himself profited considerably. In 2014, Yang Qing's family planted 35 mu of white peaches, which came to market the following year and generated an economic income of 80,000 yuan, carving out a brand-new path to wealth in the village, exploring a new direction for the industrial development of Wangchang Village, and laying a solid foundation for the people to escape poverty and become rich in the next step.

One person getting rich is not enough; the whole village must get rich too. Under Yang Qing's leadership, more farming households in the village took part in growing white peaches, and Wangchang Village made white peach cultivation a pillar industry for industrial transformation and development. In 2015, 380 households in the village planted more than 1500 mu of white peaches, with more than 500 mu bearing fruit, a output of more than 350 tons, directly driving employment for more than 800 people.

Willing to make sacrifices, being a pioneer in getting rich

Wangchang Village had poor transport access, with only one small road leading to the town government, and the road surface was narrow with poor traffic conditions. As the white peach planting area in Wangchang Village continued to expand and output continued to increase, Yang Qing was both happy and worried: happy that the people's enthusiasm for participating in white peach cultivation was high and industrial development had a new direction, and worried about how to sell the white peaches out of this isolated small mountain village.

In order not to dampen the people's enthusiasm for planting and to effectively protect the people's interests so that they could benefit from the white peach industry, sales channels became a knot in his heart. But this did not hinder his pace in leading development toward wealth. To find sales channels, he worked hard to explore and actively learned sales models from planting bases in other places outside the town area. After discussing with the members of the village "two committees," he established the Dongchuan District Wangchang Village Fruit Planting Professional Cooperative. With the cooperative as the leader, a one-stop chain of production, supply, and sales gradually took shape, solving the white peach sales problem. In 2015, the village's more than 350 tons of white peaches generated revenue of more than 8 million yuan, with a per capita net income of 15,000 yuan. Through the cooperative, the collective economy generated 50,000 yuan in revenue, breaking the breakthrough of Wangchang Village having no collective economy.

Good at learning, improving comprehensive capabilities

In building a learning-oriented Party organization, Yang Qing realized that rural grassroots Party organizations also need to enrich and continuously improve their knowledge and skills in order to continuously raise their professional level and thereby promote local development. He used village broadcasts and mobile posts and other publicity methods that the people readily accepted to strengthen the building of social morality and family virtues, and actively advocated a civilized, healthy, and scientific lifestyle.

In the 2014 Party mass line education and practice activity, under his leadership the Party branch of Wangchang Village, Tangdan Town, Dongchuan District, attached great importance to it and understood and practiced it as the top priority in strengthening Party building. Through individual study, collective study, and participating in study, they studied relevant Party theory and learned advanced ideas on building service-oriented grassroots Party organizations, unifying the ideological understanding of all Party members and enabling everyone to fully recognize the great significance of practicing the mass line. Under his leadership, all Party members adopted a proper learning attitude and carried out learning activities in a solid way. They truly achieved "taking a bath, treating the illness, looking in the mirror, and straightening one's clothes," and with practical action he practiced the "Three Stricts and Three Honests" and "loyalty, cleanliness, and responsibility," further improving the quality of Party members and providing strong organizational guarantees for the industrial transformation and development of Wangchang Village. As a Communist Party member, Yang Qing always kept firmly in mind the purpose of serving the people wholeheartedly, firmly established the awareness of thinking about what the people think and being anxious about what the people are anxious about, and actively helped the people resolve difficulties. He actively responded to the call of the town Party committee and town government and proposed a themed practical activity to solve the "two difficulties" of travel and drinking water for the village's people. In the "urban and rural cleanliness" project, he found that although the village's main roads were all connected, some people had a weak awareness of public environmental hygiene, and phenomena such as piling things randomly, placing things randomly, splashing randomly, and dumping randomly occurred from time to time. He seized the favorable opportunity of the comprehensive urban and rural environmental improvement activity, convened a villagers' representative meeting, with village officials taking the lead, organized villagers' group leaders and villagers' representatives to clean up, and formulated and issued village rules and regulations, effectively promoting an obvious change in the village's environmental hygiene. Yang Qing said: "For the village-level team members to handle Wangchang Village's affairs well, the key lies in giving full play to the role of Party members and officials, especially the 'lead goose' role of the village-level team members, and we must start with ourselves." He led by example in all respects, was devoted to the people, strictly disciplined himself, worked diligently, abided by Party discipline and state laws, handled matters according to law, was fair and upright, and maintained team unity, becoming a strong collective leading the people to wealth. During his tenure, no mass incidents occurred in the village. His spirit of wholeheartedly serving the people, being willing to make sacrifices, and being courageous in opening up deeply moved the broad masses of Party members and people. Under his guidance, great changes took place in Wangchang Village, and it became a well-known hometown of fruit near and far.
