"Internet Plus" Helps Intelligent Agricultural Machinery Management in Yizheng City. To build an "intelligent agricultural machinery" project and promote remote information-based management of agricultural machinery, Yizheng City in Jiangsu Province proactively coordinated with the Beidou Application Research Institute. Starting on March 14, it began installing Beidou satellite terminal systems on large tractors throughout the city that needed to apply for deep plowing operations. Through the "smart agricultural machinery" service platform established with "Internet Plus" technology, the city achieved visualization of agricultural machinery operations, reduced the workload of manual verification, and also made it convenient for operators to check their own operation volume. This makes it easy to know the city's agricultural machinery production situation at a glance, facilitates unified management, further accelerates the application of information technology in the agricultural mechanization field across the city, and promotes the city's agricultural mechanization service capacity to a new level. It is understood that the city has successively installed Beidou satellite terminal system equipment on large tractors participating in deep plowing operations in Yuetang Town, Dayi Town, Maji Town, and others, and will complete equipment installation in all townships and towns across the city as soon as possible and carry out training for relevant personnel, so as to meet the needs of mechanized straw deep plowing operations as early as possible. In the "Internet Plus" era, agricultural machinery "getting online" can not only bring huge benefits, but is also the general trend for the development of the entire industry. At present, almost the entire agricultural industry chain can ride the fast train of the internet. With the continuous development of agricultural mechanization in various regions, the number of agricultural machines has also been rising continuously, which has brought certain difficulties to agricultural machinery management. Actively exploring and building an agricultural machinery information-based management and service system, and forming an information network system covering a region or even the whole country that integrates agricultural machinery production scheduling, emergency management, distance education, and video conferencing, can produce the effects of unified scheduling, coordinated management, and timely service. It has major reference value for the operation and management of modern agricultural machinery cooperatives and for the decision-making and supervision of agricultural departments. This issue specially recommends the experience and practices of "Internet Plus agricultural machinery" in three places: Suqian, Chiping in Shandong, and Feidong in Anhui, for everyone to read and learn from!

"With a gentle tap on the phone, we can see our cooperative's tractors' operation locations, operation speed, and operation area at any time. It saves labor and time and is also accurate. It's very convenient!" said Lu Xiuli, chairman of Xiuli Agricultural Machinery Cooperative in Wangguanji Town, Sucheng District, Suqian City, Jiangsu Province.

It turns out that this is an information-based management system for mechanized straw return-to-field operations based on the Beidou system developed by the Suqian City Agricultural Machinery Bureau, with APP software installed on the mobile phones of agricultural machinery cooperative management personnel.

Mechanized Operation Management Faces New Requirements

Straw return-to-field can effectively promote the utilization of straw resources and reduce environmental pollution and straw resource waste caused by straw burning. It both improves soil fertility and increases crop yields. In order to better advance mechanized straw return-to-field and expand the return-to-field area, the agricultural machinery department of Suqian City has taken measures. Since 2014, the provincial finance department has provided a subsidy of 25 yuan/mu for mechanized straw return-to-field operations. On this basis, the finance departments of Suqian City, counties (districts), and townships have all allocated supporting subsidies. The city's agricultural mechanization has shown a momentum of rapid development, and the rate of mechanized straw return-to-field has increased significantly year by year. In the summer of 2015, the wheat straw return-to-field rate reached 88%.

Under such circumstances, how to better strengthen agricultural machinery management, more accurately monitor the return-to-field area, and more effectively supervise operation quality has become a new issue facing the local agricultural machinery management department. In the past, the verification of mechanized straw return-to-field operation area and quality relied on manual labor, which not only consumed a large amount of manpower, material resources, and financial resources, but also could not guarantee the real-time nature of verification. In addition, manual instrument measurement also involved some errors.

"Manually counting the return-to-field operation area and supervising the return-to-field operation quality can no longer adapt to the development needs of mechanized straw return-to-field," said Lu Xiuli.

"Internet Plus" Effectively Solves Supervision Difficulties

In response to this situation, the Suqian City Agricultural Machinery Bureau actively expanded its thinking and carried out scheme design. Since 2014, it has carried out technical cooperation with the Jiangsu Beidou Satellite Application Industry Research Institute and China Mobile Jiangsu Co., Ltd. Suqian Branch, integrating technologies such as Beidou satellite high-precision positioning, the internet, information fusion, and data processing. It developed an information-based management system for mechanized straw return-to-field operations based on the Beidou satellite system and special vehicle-mounted navigation and positioning terminal equipment for agricultural machinery, developed the Return-to-Field Assistant APP mobile software, and took the lead domestically in carrying out experimental demonstration and pilot work for information-based management of mechanized straw return-to-field operations based on the Beidou system.

In 2015, the Suqian City Agricultural Machinery Bureau actively sought special municipal financial funds and installed information-based management terminal equipment such as Beidou satellite navigation and positioning terminals and high-definition cameras on 450 agricultural machines in 12 townships and towns including Suyu District, Sucheng District, and Hubin New Area. At the same time, the Sihong County Agricultural Machinery Bureau also sought financial support and organized the installation of 200 sets of terminal equipment.

"Open the management system, and 8 functional modules including operation monitoring, operation review, operation statistics, and report analysis are displayed in a row. The total number of agricultural machines, the number of online agricultural machines, and the completed operation area leap into view." Agricultural Machinery Bureau staff demonstrated while introducing that the information-based management system for mechanized straw return-to-field operations can realize real-time collection and processing of machinery status data during straw return-to-field operations, obtain real-time high-definition images of the operation site, and provide end users with services such as automatic statistics of operation area, operation quality review, real-time monitoring of agricultural machinery, and agricultural machinery scheduling guidance. It has achieved high efficiency and low cost in mechanized straw return-to-field operation management and improved the level of information-based and refined management.

Convenient Viewing Anytime and Anywhere via Computer or Mobile Phone

According to Agricultural Machinery Bureau staff, through vehicle-mounted terminal equipment, this information-based management system can upload real-time agricultural machinery operation trajectory data and high-definition images of the fields during operation. The system backend automatically calculates the return-to-field area and automatically performs data statistical analysis based on the agricultural machinery operation trajectory data. Therefore, according to management permissions, agricultural machinery management personnel at the city, county (district), and township levels, as well as agricultural machinery cooperative management personnel, can view machinery and regional operation data within their corresponding permissions on any computer through the management system, and conveniently carry out corresponding operations and management such as operation area and quality verification and operation review.

According to reports, this management system can not only view agricultural machinery operation routes in real time and timely count the return-to-field area, but can also check the effect of straw return-to-field operations at any time through uploaded high-definition images of the operation site. When administrators conduct online verification of straw return-to-field, they can retrieve at any time the operation area and operation quality images of any agricultural machine during a certain period, in a certain area, or in a certain field, and can also perform video playback of operation trajectories. Therefore, compared with manual verification, this system greatly saves manpower and material costs and improves the real-time nature, accuracy, comprehensiveness, and work efficiency of area statistics.
