Recently, the Central Committee of the Communist Party of China and the State Council issued the Outline of the National Innovation-Driven Development Strategy, proposing the "three-step" goals of entering the ranks of innovative countries by 2020, ranking among the forefront of innovative countries by 2030, and building a world science and technology innovation powerhouse by 2050.
The full text of the outline is about 13,000 characters and includes six parts: strategic background, strategic requirements, strategic deployment, strategic tasks, strategic guarantees, and organization and implementation.
The outline points out that innovation-driven development means innovation becomes the primary force leading development, with scientific and technological innovation combined with institutional innovation, management innovation, business model innovation, format innovation, and cultural innovation, promoting the transformation of the development model toward reliance on sustained knowledge accumulation, technological progress, and improvement of labor quality, and promoting the evolution of the economy to a stage with more advanced forms, finer division of labor, and a more reasonable structure.
The outline proposes the "three-step" strategic goals. The first step is to enter the ranks of innovative countries by 2020, basically complete a national innovation system with Chinese characteristics, and strongly support the realization of the goal of building a moderately prosperous society in all respects; the second step is to rank among the forefront of innovative countries by 2030, achieve a fundamental transformation of development drivers, greatly improve the level of economic and social development and international competitiveness, and lay a solid foundation for building an economic powerhouse and a society of common prosperity; the third step is to build a world science and technology innovation powerhouse by 2050, become a major world science center and innovation highland, and provide strong support for our country to build a prosperous, strong, democratic, culturally advanced, and harmonious modern socialist country and realize the Chinese Dream of the great rejuvenation of the Chinese nation.
The outline points out that realizing innovation-driven development is a systemic transformation. Layout should be carried out according to "adhering to two-wheel drive, building one system, and promoting six major transformations" to build a new development driver system. Two-wheel drive means the two wheels of scientific and technological innovation and institutional and mechanism innovation coordinate with each other and continue to exert force. One system means building a national innovation system. The six major transformations are: the development model shifting from extensive growth dominated by scale expansion to sustainable development dominated by quality and efficiency; development factors shifting from traditional factors dominating development to innovation factors dominating development; industrial division of labor shifting from the low and middle ends of the value chain to the middle and high ends of the value chain; innovation capability shifting from the coexistence of "tracking, running in parallel, and leading" with "tracking" as the main mode to "running in parallel" and "leading" as the main modes; resource allocation shifting from being mainly focused on the research and development stage to coordinated allocation across the industrial chain, innovation chain, and capital chain; and innovation groups shifting from mainly a small minority of scientific and technological personnel to interaction between small groups and the public in innovation and entrepreneurship.
The outline deploys eight strategic tasks. First, promote innovation in the industrial technology system and create new development advantages; second, strengthen original innovation and enhance source supply; third, optimize the regional innovation layout and build regional economic growth poles; fourth, deepen military-civilian integration and promote innovation interaction; fifth, strengthen innovation entities and lead innovation-driven development; sixth, implement major science and technology projects and programs to achieve key leaps; seventh, build a high-level talent team and consolidate the foundation of innovation; eighth, promote innovation and entrepreneurship and stimulate the creative vitality of the whole society.
In terms of strategic guarantees, the outline proposes reforming the innovation governance system, increasing innovation investment through multiple channels, advancing open innovation in all respects, improving an evaluation system that highlights innovation orientation, implementing intellectual property, standards, quality, and brand strategies, and fostering an innovation-friendly social environment. The Outline of the National Innovation-Driven Development Strategy points out: develop ecological, green, efficient, and safe modern agricultural technology to ensure food security and food safety. With achieving seed industry autonomy as the core, transform the agricultural development model, break through the bottleneck constraints of many people, little land, and scarce water, and take the path of modern agricultural development featuring efficient output, safe products, resource conservation, and environmental friendliness. Systematically strengthen animal and plant breeding and research and development of high-end agricultural equipment, promote on a large scale technologies such as high grain yields and improvement of low- and medium-yield fields, carry out in depth research and development of technologies such as water-saving agriculture, circular agriculture, organic agriculture, and biological fertilizers, develop standardized and large-scale modern breeding technology, and promote agricultural quality improvement, efficiency enhancement, and sustainable development. Promote low-cost technologies and models for preventing and controlling agricultural non-point source pollution and heavy metal pollution, develop food safety guarantee technology, quality and safety control technology, and safety traceability technology across the entire industrial chain, and build a food safety technology system covering safe environments, clean production, and ecological storage and transportation. Promote the integration of agriculture with the primary, secondary, and tertiary industries and realize the transition to whole-chain value enhancement and brand-oriented development.
