"Broadband Village" three-dimensional solution: wired and wireless reach Yunnan

Just like water and electricity, the penetration of broadband in cities has become so widespread that people are almost "unaware" of its presence, but in rural and remote areas with vast land and sparse population, where wired construction is difficult, broadband is still something they long for, and villages that have benefited from the "Broadband Village" inclusive program under the "Broadband China" strategic pilot project have emerged from isolation, and their former lives are being changed day by day.

Zhang Zijin, a villager from Yunhua Village, Mazhan Township, Tengchong City, runs a timber business through China Mobile's 20 Mbps broadband. Recently, he also learned to do business with his mobile phone, sending photos of timber directly to buyers, saving the time and cost of traveling back and forth to inspect goods. His annual income is now nearly 200,000 yuan. Under his encouragement and recommendation, more than 30 neighboring households have also installed Mobile broadband, and many villagers have also started using Internet TV, covering more than 1,800 users.

Last year, Premier Li Keqiang of the State Council chaired an executive meeting of the State Council and decided to improve the universal service compensation mechanism for broadband telecommunications in rural and remote areas, to achieve broadband access in about 50,000 administrative villages without broadband by 2020, and broadband upgrades for more than 30 million rural households, so that broadband covers 98% of administrative villages, and to gradually achieve wireless broadband coverage, with total investment expected to exceed 140 billion yuan.

As an important pilot project of the national "Broadband China" strategy, the first phase of the "Broadband Village" project was piloted only in Yunnan and Sichuan provinces. China Mobile Yunnan Company, as the sole contractor for Yunnan's "Broadband Village," vigorously advanced the work of "Broadband Village" with Kunming, Yuxi, and Xishuangbanna as pilots. At present, user development within the province's "Broadband Village" pilot areas has reached 390,000 households, completing 78% of the development target of 500,000 households, including 300,000 4G users and 90,000 wired broadband users. The broadband penetration rate of rural households reached 24%, completing 80% of the 30% penetration rate. At the same time, China Mobile Yunnan Company, in areas not covered by wired broadband, carried out 4G-CPE (wireless CPE, a simple wireless network) business promotion through the advantage of 4G network coverage, and has provided 4G-CPE wireless network access services for 787 villagers.

Unlike broadband in cities, Yunnan's "Broadband Village" pilot project adopts a three-dimensional solution of "4G wireless + all-fiber network wired" in its construction, solving the problem of high-bandwidth Internet access in rural areas with vast land and sparse population and difficult wired construction.

It not only solved the basic need for Internet access, but the "6995" grid-based service information management platform built on the "Broadband Village" project also more effectively opened up the "last mile" combining the government's safety management with the people's mutual safety assistance, building a modern information technology network of "public security joint defense, police-citizen interaction, neighborhood mutual aid, and mutual help in production," gathering the various service tasks of local governments' "lines and blocks" into the mobile informatization system, extending them to the grassroots front line and the masses.

Taking the homophone of "come save me," "6995" is a grid-based service management information platform launched by China Mobile Yunnan Company together with the Political and Legal Affairs Commission, featuring "farmer mutual help, production mutual aid, and police-citizen interaction." It adopts the form of group bundling, linking about 10 to 20 families together. As long as one dials the number for help, it is like sending out a broadcast message, and everyone in the group can see it and respond promptly by voice to take rescue measures.

After "6995" achieved full rural coverage in Changning County, Baoshan City, on September 30, 2013, nearly 99% of the calls were used for production mutual aid, with the rest used for reporting to police, fire and flood prevention emergency rescue, and treatment of critically ill patients. As of May 2016, the number of registered users of "6995" across Yunnan Province exceeded 8.9 million, the number of registered households was nearly 1.9 million, the number of registered joint defense groups was about 620,000, and the cumulative number of calls was nearly 240,000.

These villages' lives, so different from before, benefit from the rich comprehensive information services brought by the construction of "Broadband Village," and from the efforts of communications infrastructure construction to help poverty alleviation and bridge the urban-rural informatization gap.
