On June 3, the Ministry of Agriculture held the first national on-site meeting on fisheries informatization in Guangzhou, Guangdong Province, to comprehensively summarize the achievements of fisheries informatization construction, study and deploy the acceleration of fisheries informatization construction, and promote the transformation and upgrading of fisheries. Vice Minister of Agriculture Yu Kangzhen stressed that fisheries and fishery administration departments at all levels should, in accordance with the unified deployment of the ministry's party group, do a solid job in fisheries informatization work, strive to open up new prospects for fisheries informatization development, and make greater contributions to promoting fisheries reform, development, transformation and upgrading.

Yu Kangzhen pointed out that the "13th Five-Year Plan" period is an acceleration period for national informatization construction and also a critical period for realizing the transformation and upgrading of fisheries. Accelerating fisheries informatization is an urgent requirement for transformation and upgrading, an effective means to shore up weak links and solve difficult problems, and a powerful lever for sharing prosperity in fisheries.

Yu Kangzhen stressed that in advancing fisheries informatization during the "13th Five-Year Plan" period, work at three levels should be focused on. First, the top-level design level. Thinking and deployment must be unified, guidance opinions on accelerating fisheries informatization construction should be issued as soon as possible, and the construction of laws, regulations and standards systems for fisheries informatization should be put on the agenda. Second, the specific advancement level. The "Internet+" modern fisheries action should be implemented well, including "Internet+" fisheries and fishery administration management, "Internet+" fisheries production services and "Internet+" fisheries e-commerce. Third, the big data level. Fishery situation monitoring work should be continuously strengthened, advanced information technology means should be fully used, information collection methods and approaches should be innovated, data collection channels should be expanded, and fishery situation data analysis and application should be strengthened to provide more powerful support for fisheries management and production; great efforts should be made to solve the problems of information "fragmentation" and "isolated islands," truly establish a data exchange and sharing mechanism, and make information in existing systems flow.

Yu Kangzhen required that fisheries departments at all levels take effective measures, strengthen communication and coordination with relevant departments, form joint forces, and ensure the complete fulfillment of all tasks. First, strengthen organizational leadership. Take informatization as the breakthrough point and entry point for fisheries modernization, and truly incorporate fisheries informatization construction into the central work of fisheries. Second, increase funding input. Incorporate fisheries informatization construction into the overall local informatization construction plan and the scope of fiscal investment, strengthen fund management and supervision, and improve the efficiency of fund use. Third, strengthen innovation support. Accelerate the construction of the fisheries informatization discipline, the transformation and application of fisheries informatization achievements, and the popularization of information technology knowledge. Fourth, expand the talent team. Give preferential support in institutional setup, talent training, funding guarantees and other aspects, and cultivate and bring up a professional team that is both familiar with fisheries and understands informatization.
