On June 3, the Ministry of Agriculture held a national on-site meeting in Changzhou, Jiangsu Province, on advancing the action for full mechanization of major crop production. Vice Minister of Agriculture Zhang Taolin attended the meeting and delivered a speech. He stressed that agricultural mechanization authorities at all levels should sound the call for full mechanization, make the action for advancing full mechanization of major crop production a top priority in agricultural mechanization during the 13th Five-Year Plan period, strengthen measures and means around the action, concentrate resources and conditions around the action, and demonstrate results and highlights around the action, striving to build 500 demonstration counties nationwide that basically achieve full mechanization by 2020.

The meeting noted that since the launch and implementation of the full mechanization action more than a year ago, all localities have focused on nine major crops including rice, corn and wheat, and six major links including planting, harvesting and plant protection, strengthened administrative promotion, increased investment, and accelerated model innovation, achieving a good start. The meeting emphasized that full mechanization is an important guarantee for stabilizing the comprehensive production capacity of grain and other major agricultural products, a key measure for reducing agricultural production costs, a realistic choice for promoting appropriately scaled operations and accelerating the transformation of the agricultural development model, and an inevitable requirement for the transformation and upgrading of agricultural mechanization development. All localities should treat the action for advancing full mechanization as a major task in accelerating modern agriculture construction and grasp it firmly.

The meeting required that during the 13th Five-Year Plan period, all localities should, in accordance with the deployment of the Ministry of Agriculture's Opinions on Carrying Out the Action for Advancing Full Mechanization of Major Crop Production, go all out to ensure implementation. First, grasp organizational leadership and strive for high-level advancement. Further refine the implementation plan of the action, set out timetables and road maps, actively seek special investment, and ensure clear goals, implemented tasks and supporting measures. Responsible officials in charge should personally organize and coordinate to ensure orderly progress. Second, grasp close collaboration and strive for joint promotion. Full mechanization is a systematic project that requires the combination of manufacturing and use, the integration of agricultural machinery and agronomy, and the coordination of tool improvement and plot renovation. Relevant units should link up and down and collaborate in multiple ways to jointly advance. Third, grasp weak links and strive for leapfrog improvement. All localities should start from strengthening weak links, reducing costs and improving benefits, concentrate resources and make sustained efforts, and use several years to raise the level of key links and achieve overall leapfrog development of full mechanization. Fourth, grasp the cultivation of main entities and strive for precise efforts. Focus on cultivating a group of demonstration agricultural machinery cooperatives with strong capacity for full mechanization services, and drive full mechanization of crop production through specialized, scaled and industrialized agricultural machinery operation services. Fifth, grasp the creation of models and strive for leading demonstrations. Strive to create a group of full mechanization highlights with excellent models, good mechanisms and good results, guide by typical examples, expand from point to area, cover whole townships and whole counties, advance in gradients, support areas with better foundations to advance across whole cities and whole provinces, and strive to build 500 demonstration counties nationwide that basically achieve full mechanization by 2020.
