The Application Process for Reissuing and Renaming Rural Homestead Certificates

How Are Rural Homestead Certificates Reissued and Renamed?

Many friends have asked Nongdi Quan about reissuing and renaming rural homestead certificates. Nongdi Quan has also looked into this roughly, and at present many of the reissuance processes published on legal websites are wrong: the title says homestead certificate reissuance, but the content is actually about reissuing property ownership certificates, and they tell everyone to go to the housing administration bureau to handle it (Nongdi Quan has dealt with the government for many years and has never known the housing administration department to be able to handle land certificates managed by the land and resources department). It is truly exasperating. (Misinforming people; if you do not know, then do not answer.)

I. How Do You Reissue a Lost Homestead Use Certificate?

The most basic common sense: you must go to the issuing authority to reissue it. Specifically, it is divided into the following three steps:

1. Go to the office of the land and resources sub-bureau to consult the duplicate copy (photocopy) of the homestead record.

2. The head of the household applies to reissue the homestead certificate. The application must be signed with the village committee's opinion and stamped with the village committee's official seal. The certification format is as follows:

Homestead Certification

This is to certify that the villager of our village _______, gender ____, ID number: _____________________, currently aged _____ years old, with ____ people in the household, has always lived at ___________________________. This villager has a homestead in the village, with a residential area of ________ square meters.

Hereby certified!

Village Committee (seal)

________Year____Month____Day

3. Bring the household's household register and ID card to the land and resources sub-bureau to handle the homestead certificate reissuance procedures.

II. How Do You Change the Household Name on a Homestead Certificate?

1. First, the household registration must be agricultural household registration, and it must be together with the parents, before it can be changed.

2. There must be an agreement between both parents and children on changing the household head of the homestead, with the village committee's signature (opinion) and seal.

3. Have the village director draw a new homestead certificate according to the graphic on the original homestead certificate, and mark the dimensions and address.

4. The head of the household or the village director brings the household register, the change agreement, and the new and old homestead certificates (2 copies in total) to handle the change procedures.
