Corn producer subsidies are here, farmers are confused: does my household actually get a subsidy or not?

There is finally news about corn producer subsidies, but farmer friends are confused: why does everyone else get one, and our household does not?

Below, the Grain and Oil Watch editor will explain it to everyone point by point: what exactly is the corn subsidy, which places have it, and which places do not.

First, look at this table. This table clearly shows the corn producer subsidy. According to relevant national policies, the corn producer subsidy exists only in these four provinces: Inner Mongolia, Liaoning, Heilongjiang, Jilin!

Farmer brothers in other provinces may not understand: why do they get it for growing corn, while we do not?In fact, the main purpose of the state's corn producer subsidy is to ensure planting in corn-advantage regions.Relatively speaking, the Northeast is a globally famous golden corn belt, so it must be stabilized first.

Next is the next question: does the sickle-bend cool region actually have the corn producer subsidy?

Objective answer: No!!

The state designated the sickle-bend cool region for planting structure adjustment, with the aim of reducing corn planting area in these regions and expanding pilot corn-soybean rotation. Therefore, the sickle-bend cool region has no corn producer subsidy, but it does have the grain-to-soybean subsidy!!

So now there is another question: in the three Northeast provinces plus Inner Mongolia, do places that belong to the sickle bend have the corn producer subsidy?According to the understanding of the Grain and Oil Watch editor, the state currently only said the four provinces of the Northeast and Inner Mongolia have subsidies, which means that as long as you are in these four provinces, you have the subsidy!

What everyone needs to be reminded of is that this year is the first year of the corn producer subsidy. At present, the four provinces of the Northeast and Inner Mongolia have already started the planting area statistics work, reporting to grassroots units before the end of September. Before October 15, they formally report to provincial-level units. Before October 20, they report to the provincial finance department. After unified calculation, the provincial finance department allocates subsidy funds, and through the special account for the grain risk fund directly disburses the subsidy funds to each city (prefecture), county (city), and the Provincial Agricultural Reclamation Bureau. Within 15 days after receiving the subsidy funds disbursed by the provincial-level finance department, each city (prefecture), county (city), and the Provincial Agricultural Reclamation Bureau, according to the subsidy recipients, the lawful actual corn planting area, and the per-mu subsidy standard notified by the statistics and agriculture departments at the same level, pays the subsidy funds to the subsidy recipients through the grain subsidy "one-fold (card) pass."

The Grain and Oil Watch editor will briefly translate: if there are no hitches in the middle and no department slacks off in its work, basically it can be paid out by November-December at the end of the year.
