Suifenhe in Heilongjiang strengthens cooperation with Russia to promote agriculture "going global"

A few days ago, Qu Dongyu, Vice Minister of Agriculture of the People's Republic of China, and his delegation inspected the agricultural development of Suifenhe City in Heilongjiang Province, accompanied by Wang Jutang, Mayor of Suifenhe, Zhou Shengyi, Deputy Mayor, and others.

Qu Dongyu first came to the Suifenhe Comprehensive Bonded Zone to learn about the basic situation of the zone and the situation of agricultural product processing enterprises in the zone. In front of the factory building of the agricultural project of Qiaoxing Group in the Comprehensive Bonded Zone, the head of the enterprise introduced the enterprise's planting scale, varieties, output, transportation costs and other conditions in Russia. Qu Dongyu said that agricultural enterprises should make full use of the preferential policies of the Comprehensive Bonded Zone to reduce operating costs and improve their competitiveness. At the highway port, Qu Dongyu listened to the basic situation of the capacity expansion and renovation of the Suifenhe highway port.

Wang Jutang, Mayor of Suifenhe, Zhou Shengyi, Deputy Mayor, and heads of relevant departments such as the Agricultural Committee and enterprises attended the research report meeting on agricultural cooperation with Russia.

Qu Dongyu pointed out that the central government attaches great importance to the implementation of the "Belt and Road" strategy, and Heilongjiang, as the forefront of cooperation with Russia, must "go global" in agriculture. Suifenhe, as a national border commercial capital and a century-old port, has become an important node city for Heilongjiang Province to implement the "Belt and Road" strategy, its geographical advantages and strategic position are prominent, and it has accumulated rich experience in agricultural cooperation with Russia that needs to be promoted. The purpose of this research is to summarize Suifenhe's good experience, good practices, and the difficulties and problems encountered in agriculture going global toward Russia. At the same time, Suifenhe should also, from the perspective of the whole province, release the policy dividends granted by the state, support enterprises' agricultural investment in Russia, and promote local economic development.

Zhou Shengyi reported on the agriculture of Suifenhe and its agricultural cooperation with Russia. Agricultural enterprises in Suifenhe use their own advantages, combine them with the preferential policies of Russia's Far East Free Port and Advanced Development Zone such as profit tax, property tax, land tax, and insurance contributions, integrate the industrial chain, and continuously enhance their overall strength in Russia's agricultural field, implementing the strategy of agriculture "going global."

At the meeting, entrepreneurs from a group of agricultural cooperation enterprises with Russia, including Qiaoxing Group, introduced in detail the industrial scale, operating model and other conditions, and at the same time put forward relevant opinions and suggestions on increasing the import quota of overseas-grown grain and increasing financial and policy support for enterprises.
