The purpose of the state's implementation of targeted poverty alleviation is to achieve common prosperity for all people. As long as they are truly poor households, assistance is necessary. Therefore, poverty alleviation is absolutely not simply material assistance; it is also necessary to support intelligence, and more importantly, to support morale and change the mindset of being content with poverty.

First, it is necessary to organically combine poverty alleviation with support for morale, not only sending warmth, but also sending ambition and confidence, so that poor people can build up the courage and confidence to escape poverty and become prosperous.

Second, it is necessary to attach importance to the building of rural spiritual civilization and the building of rural customs and folk traditions. Vigorously promote the concepts of becoming prosperous through hard work and the glory of labor. Cultivate typical examples of escaping poverty through hard work and form a demonstration effect. Use village customs and folk customs to guide the people's aspirations and strengthen poor households' own desire to escape poverty.

For those whose thinking and behavior fluctuate and relapse, carry out education and guidance, and persistently ensure that if their ideological understanding does not change, the work of education and guidance does not stop.
