Targeted poverty alleviation through "dual verification" is a good approach.
Guangxi Daily recently published a report on the innovative poverty alleviation work mechanism of the old revolutionary base area of Baise, Guangxi, which implements "dual verification" of poor households' income. Peng Qinghua, Secretary of the Party Committee of the Autonomous Region, fully affirmed Baise's innovative practice of "dual verification" and stressed that it should be promoted throughout the autonomous region.
The so-called "dual verification" means that, strictly in accordance with the poverty elimination standards, a unified income and expenditure ledger is established for each poor household. The ledger lists the various standard clauses for targeted poverty elimination, and assisting officials and poor households jointly register the items that have met the standards and those that have not. Each item completed is verified by both sides, providing a reliable basis for poverty elimination acceptance checks. It is also required that the ledger be registered at least once a month and managed dynamically. The updated data from "dual verification" is transmitted in a timely manner to the city's poverty alleviation command headquarters, making it easier for decision-makers to grasp the dynamics of poverty elimination and carry out scientific policy-making and guidance.
The author believes that Baise's "dual verification" is an innovative system that is visible and tangible, simple, easy to implement, and clear at a glance. Moreover, it implements dynamic management throughout the entire process, effectively curbing the occurrence of false reporting, concealment, and fraudulent behavior. This measure is worth learning from in various regions.
Poverty alleviation is an extremely arduous task. To eliminate poverty and change the face of backwardness, we must rely on the strong leadership of the Party and policy guidance, and we must improve and perfect a complete set of long-term mechanisms that are scientifically standardized, operate in an orderly manner, are fairly evaluated, combine incentives and constraints, and have supporting measures and means. "Dual verification" is a typical example. In the action of poverty alleviation, we must persist in proceeding from reality, adapt measures to local conditions, provide classified guidance, and prevent formalistic practices. We must keep in mind the word "targeted," do a good job in the article of "targeted" work, persist in being problem-oriented in practice, be good at discovering new problems and handling new contradictions, and constantly explore and innovate mechanisms so that poor areas can move as quickly as possible onto the golden road of entrepreneurial and innovative development.
