How a "bellwether" hatched 7 hundred-million-yuan industries
"Working right at our doorstep, we not only earn wages but also get a share of the profits at year's end." On August 23, at the Leye Yayi kiwifruit industry poverty-alleviation demonstration park, Chen Caixian told reporters happily.
The park where Chen Caixian works has a Party branch, whose full name is the Gantian Township Kiwifruit Professional Cooperative Joint Party Branch. This park, which adopts a "joint Party branch + park + cooperative + farming households" model, is a typical example of the county's "Party building + industry" poverty alleviation. In recent years, Leye County has deepened the "Party building + industry" poverty alleviation mechanism, launching models such as "Party organization + leading enterprise + farming households" and "Party organization + cooperative + base + farming households."
The Yayi kiwifruit industry poverty-alleviation demonstration park implements a business model of joint management and shared profits among the joint Party branch, the contracting owner and farming households. Specifically, under the communication and coordination of the joint Party branch, one poor household participates in management and profit-sharing for every 15 mu, receiving 30% of the profits; poor households involved in management are paid 1,000 yuan per mu per year in wages; and poor households that hold shares through small-amount poverty-alleviation loans receive an annual dividend of 5,000 yuan. In this way, a benefit-linking mechanism is formed with poor households. "We can see a bright future," said Chen Caixian.
The county has adopted policy, funding and technical support to strengthen new types of agricultural business entities and actively cultivate "bellwethers" of rural economic development. Today, the county has cultivated 7 organic hundred-million-yuan industries, including specialty fruit, livestock breeding and reservoir-area aquaculture, radiating outward to drive the public to participate in operation and management and continuously broadening the channels for increasing people's incomes.
In the process of implementing the "Party building + industry" poverty alleviation model, Leye County has also taken various measures to provide good services. To enable "economic talents" such as large-scale growers and breeders, individual business owners and young migrant workers to start businesses with peace of mind and give full play to their role in leading others to prosperity, the county provides "one-stop" services in areas such as applying for certificates, applying for licenses, legal services, technical guidance and land transfer.
Wang Wengang, a villager from Baba Village in Yachang Township of the county, is a beneficiary of the "one-stop" services. In March 2014, the county, through the Amity Foundation project and the follow-up industry development project for returning farmland to forest, established a goat breeding demonstration community for the village. With the help of the township Party committee, Wang Wengang obtained the capital to raise goats. Villagers in Baba Village developed from tentative breeding at the start to breeding in batches. At present, these breeding households have an average annual net income of 21,000 yuan.
According to statistics, under the "Party building + industry" poverty alleviation mechanism of Party organizations at all levels, the county has cultivated a total of 134 industrial cooperatives of various types and 18 industry-oriented Party branches, benefiting nearly 5,000 poor households, and has gradually created a "Party building + industry" poverty alleviation mechanism suited to the county's actual conditions.
