Targeted poverty alleviation values precise measures

At present, China's poverty alleviation and development work has entered the sprint stage of tackling hard bones and storming fortifications. In particular, the poor population in some provinces and regions in the central and western areas is still relatively large, the degree of poverty is relatively deep, the cost of poverty reduction is higher, and the difficulty of shaking off poverty is greater. To achieve the established goal of lifting more than 70 million poor people out of poverty by 2020, time is very tight and the task is quite heavy. We must attach great importance to and work hard on the word "precise." To this end, efforts should be intensified in the following aspects:

Finding out the poverty baseline is the foundation. Based on the actual conditions of China's rural areas, the standard for the poverty line should be clearly defined. On the basis of self-declaration, household by household and person by person, economic accounts should be calculated carefully, clearly, and precisely, bringing truly poor people in and removing those who do not meet the conditions. Records should be classified and filed according to the causes of family poverty, and an information management platform should be established to provide basic data support for targeted poverty alleviation suited to the case.

Innovating poverty alleviation methods is the key. For poor populations in entire townships and entire villages, efforts should proceed from local natural conditions and market demand, adapt measures to local conditions, intensify industrial structural adjustment, develop distinctive industries, and increase farmers' incomes. In light of the structural characteristics of poor households, targeted poverty alleviation should be combined with rural entrepreneurship. Technical training for poor groups should be increased in a targeted way so that they master a professional skill, raise the scientific and technological content of their work, and rely on science and technology to enhance their own "blood-making" capacity. For those villages and towns located in remote areas with harsh natural environments and where the masses have a strong willingness to relocate, overall relocation should be implemented. At the same time, for the extremely poor population who have completely or partially lost the ability to work, all should be included in the rural minimum living security system.

Mobilizing social forces is the support. Advantageous farming households should be encouraged and guided to take the lead, organizing poor families to actively participate in cooperative organizations. In townships where poor people are relatively concentrated, farmers' professional cooperatives or small and micro enterprises should be supported, giving play to their driving role in business cooperation and making them a bridge and link connecting farming households with the market. Compared with other social organizations, enterprise poverty alleviation has a broader perspective, more methods, and greater flexibility. Relevant policies should be introduced to actively guide and encourage enterprises to participate in the cause of poverty alleviation and development. Excellent officials and scientific and technical professionals should continue to be selected and sent to work in villages and provide direct household assistance. Advanced concepts and practical technologies should be sent into villages and households, strengthening the supporting role of science and technology in poverty alleviation. Mass organizations such as the Communist Youth League and the Women's Federation should give play to their advantages, unite and lead the vast number of rural young people and women, and actively devote themselves to the battle against poverty.

Strengthening organizational leadership is the guarantee. Detailed rules for implementing the plan should be formulated, the target responsibility system should be implemented, and in line with the poverty alleviation approach of precise identification, precise assistance, precise management, and precise acceptance, target assessment should be strengthened, and full-process supervision of poverty alleviation work should be implemented, with follow-up effectiveness tracking and accountability. The government should mobilize relevant departments to actively participate in the task of poverty alleviation, with leaders taking the lead, rational layout, precise measures, and full commitment. It should also broadly rally the strength of the whole society to devote itself to the cause of poverty alleviation and development, focus on precision, deepen assistance, ensure actual results, effectively raise the level of work, and comprehensively win the battle against poverty.
