Give full play to the driving role of "Internet Plus," specialized cooperatives and "capable people," mobilize the entrepreneurial enthusiasm of the farming masses, and guide as many farmers as possible to venture into the market and devote themselves to entrepreneurship. The most important thing is to vigorously cultivate an entrepreneurial culture throughout society, and use the power of an open culture to gather strong momentum for development.
Carry out professional agricultural technical training to raise the scientific and technological content of entrepreneurship. In light of the needs of the front line of modern agricultural production and the requirements of new countryside construction, carry out modern agricultural science and technology training, step up training in modern information technology, biotechnology and so on, and by implementing a project to make farmers knowledgeable and by such means as sending science and technology to the countryside, deliver technology and information into farmers' hands, train and bring up leaders in agricultural science and technology, and guide and push farmers toward "scientific entrepreneurship" and "prospering businesses through science and technology."
Vigorously train a new type of migrant worker farmers and industrial farmers to promote farmers' employment. Use vocational and technical schools as bases to provide practical training in work skills for rural laborers sent out for employment; use enterprises as carriers to carry out practical agricultural technical training related to leading agricultural industries and vocational skills training related to enterprise employment needs; and organically combine the cultivation of new-type farmers with independent non-governmental school operation.
Enhance farmers' employment and entrepreneurial capabilities, and strengthen the incubation of farmers' entrepreneurial projects. Following the approach of carrying out pilot projects first, combining pilot areas with broader coverage, and combining dispersed entrepreneurship with centralized entrepreneurship, do a good job of supporting farmers after entrepreneurship training, carry out industrial incubation of entrepreneurial projects that have distinctive features and advantages, and guide capital, policies, talent and other resources to lean toward them, so as to raise the success rate of entrepreneurship and enhance farmers' entrepreneurial capabilities.
