What new changes were there in agricultural subsidy policies in 2016
In 2016, subsidies benefiting farmers reached 1.8 trillion yuan. What exactly are the agricultural subsidy policy changes brought about by this 1.8 trillion yuan? Let's take a look with the Jintudi editor!
Change one: "Agricultural support and protection subsidies" went from pilot to full rollout
1. The pilot went from local to nationwide.
In May 2015, the Ministry of Finance and the Ministry of Agriculture chose some counties and cities in 5 provinces, including Anhui, Shandong, Hunan, Sichuan and Zhejiang, to carry out the pilot reform of the "three subsidies". Starting this year, the reform will be implemented nationwide.
2. "Target price" subsidies will expand from soybeans and cotton to the three major staple grains.
It should be noted that the agricultural subsidy reform as a whole will be tilted toward large grain growers, toward new types of agricultural business entities, and toward scaled operations.
3. Grassland herders will also receive more subsidies.
This year, a new round of grassland ecological protection subsidy and reward policies will be implemented, and the subsidy and reward standards have been appropriately raised.
Change two: Agricultural machinery subsidies "narrow the scope, lower the quotas, promote openness"
According to the 2016 "List of Maximum Subsidy Amounts from Central Government Funds for Nationally General-Purpose Agricultural Machinery" officially issued by the General Office of the Ministry of Agriculture, the 2016 subsidy policy will be adjusted and improved around the direction of "narrowing the scope, lowering the quotas, and promoting openness".
Narrowing the scope means highlighting subsidy priorities. Centering on transforming the development model and adjusting the structure, some low-end, surplus and low-value-added products will be removed from the subsidy scope. Lowering the quotas means that for products whose market is already saturated, whose market price has already fallen, or which are not needed for the development of local leading industries, subsidy standards may be appropriately lowered. Promoting openness means trying as much as possible to make products within the subsidy scope openly eligible for subsidies. For those that cannot be fully opened up in one step, key industries and key machinery can be opened up first.
Change three: Subsidies for comprehensive agricultural projects no longer require an independent legal person
According to the "Notice on Adjusting and Improving Policies Related to Supporting the Development of Agricultural Industrialization through Comprehensive Agricultural Development" issued by the National Comprehensive Agricultural Development Office, this year there are also new changes in applications for subsidies for comprehensive agricultural development projects.
1. Large agricultural operators can also apply for projects, and are no longer required to be independent legal persons.
The new policy stipulates that new types of agricultural business entities such as professional large operators, family farms and socialized service organizations that have been recognized or registered by relevant departments can all be included in the support scope of industrialized operation projects, and are no longer subject to the restriction of independent legal person qualification.
2. Applicants do not have to be "continuously profitable for two years".
For farmers' cooperatives and leading enterprises, as long as they have been registered with the industry and commerce department for more than 1 year and have sustainable operating capacity, they can apply for industrialized operation projects.
3. Application materials are simpler.
The new policy stipulates that the application materials will cancel provisions such as "more than 70% from the enterprise's registered location, continuously profitable for two years, debt-to-asset ratio, bank credit rating, 'three no-owes', and net value of fixed assets".
The above are the changes in agricultural subsidy policies in 2016.
