Focusing on farmers' grain-selling needs

Farmers' wishes are very simple: after a year of hard work in the fields, they hope for a good harvest.

Liu Shengju, a farmer from Shawu Zhuang in Yunshan Town, Pingdu City, Shandong Province, had just finished selling his grain at the entrance of the Pingdu City Grain Reserve Depot. Holding a thick wad of cash, he counted it as he walked and said: "I just sold 5720 jin of wheat, and 6750 yuan in cash was in my hands right away, not a cent short. My daughter's tuition for next semester is covered."

The cash Liu Shengju received was a very small portion of the summer harvest loans issued by the Agricultural Development Bank of China (ADBC) Shandong Branch Qingdao Municipal Branch to the Pingdu City Reserve Depot. After this year's summer grain purchase began, ADBC Shandong Branch repeatedly investigated the summer grain purchase situation, raised 26 billion yuan specifically to support summer grain purchases, and increased the loan scale according to the purchase situation. As of June 26, ADBC Shandong Branch had disbursed 1.4 billion yuan in summer grain purchase credit funds, supporting grain-using enterprises in purchasing 900 million jin of wheat.

Open supply ensures policy-based purchases

This year, because wheat-producing areas in the south suffered continuous overcast and rainy weather, the wheat quality did not meet standards, and out-of-town customers came in droves to Qingdao to snap up wheat. With previously signed orders from customers now facing delayed delivery, Lu Zhengliang, chairman of Qingdao Weiliang Food Co., Ltd., was extremely worried.

After Meng Zhaopeng, head of the ADBC Jiaozhou City Sub-branch, learned of Lu Zhengliang's difficulty, he immediately reported it by phone to ADBC Qingdao Municipal Branch. Thanks to the production-purchase-sales platform established earlier, ADBC Qingdao Municipal Branch promptly helped Weiliang Company connect with Pingdu Dadu Grain Co., Ltd., the largest purchasing and sales enterprise in Qingdao. The 15000 tons of grain purchased with the 50 million yuan loan the branch had previously issued to Dadu Company successfully found a "buyer." The two companies signed a sales contract for 5000 tons of Jinan 17 and a sales contract for 10000 tons of ordinary wheat, solving Lu Zhengliang's urgent problem.

"I really didn't expect that ADBC would not only provide us with credit funds, but also build such a good resource-sharing platform." Holding the two contracts in his hand, Lu Zhengliang, now reassured, gave a thumbs-up.

In recent years, ADBC Qingdao Municipal Branch has deeply cultivated the local grain industry chain and built an integrated production-purchase-sales information resource sharing platform. Through tripartite linkage among the municipal branch, sub-branches and enterprises, it promptly publishes production-purchase-sales needs, strongly promoting fast grain sales so that both grain enterprises and grain farmers can promptly earn "peace-of-mind money."

Early in the morning on June 23, Luo Weiguo, a credit officer at the Pingdu City Sub-branch, and Sun Xiaodong, the branch president, agreed on the location for an on-site warehouse inspection. Luo Weiguo skillfully took out his mobile phone, called up the on-site monitoring of several township purchase points of Pingdu Dadu Grain Co., Ltd., recorded a few data points, and then set off with the warehouse inspection form.

He said as he walked: "Previously, for an enterprise like Dadu Company with many warehouse points, a full warehouse inspection took 2 to 3 days, consuming a great deal of manpower and material resources. Now with this system, we can remotely monitor grain warehousing through our mobile phones. Which warehouse points receive more, receive faster and receive better is clear at a glance. It is impossible for purchasing enterprises to play tricks on grain quality and quantity or delay payment, and the practice of depressing grades and prices is gone for good. Farmers can truly sell 'peace-of-mind grain' and 'reassuring grain.'"

Since the beginning of this year, ADBC Qingdao Municipal Branch, in accordance with the requirements of higher-level branches, has actively applied "Internet Plus" and "big data" thinking, promoted and installed remote video monitoring systems to carry out 24-hour, all-weather, full-process management of all grain-selling links, greatly reducing supervision costs, improving the quality and efficiency of grain supervision, and effectively safeguarding farmers' interests and national food security.

Wu Huijia, president of ADBC Qingdao Municipal Branch, said: "Starting from the overall situation of safeguarding farmers' fundamental interests, our bank will earnestly perform the basic function of an agricultural policy bank in purchase credit and go all out to win the tough battle of summer grain purchases." It is understood that ADBC Qingdao Municipal Branch raised a total of 1.85 billion yuan in summer harvest funds this year, an increase of 150 million yuan year on year, enabling farmers to "sell grain and get money in hand." As of June 27, the branch had issued 460 million yuan in purchase loans, supporting the purchase of 390 million jin of grain.

Grain-selling outlets set up at people's doorsteps

After determining the grain purchase loan qualifications of 293 enterprises in mid-May, ADBC Shandong Branch successively determined the purchase loan qualifications of other eligible enterprises, now reaching 348 enterprises. These cover various grain purchase entities such as grain reserves, purchase and sales trade, and leading processing enterprises, with nearly 1000 purchase outlets, achieving full coverage of all counties and districts across the province and meeting farmers' need to sell grain nearby.

ADBC Shandong Branch implemented the strategy of "storing grain in the land," supporting high-standard farmland construction and the transformation of medium- and low-yield fields, improving land production capacity and grain production capacity, carrying out rural land circulation, supporting appropriately scaled operations, and raising the level of grain production.

In terms of funding supply for this year's summer grain purchases, ADBC Shandong Branch strictly implemented national grain and oil purchase and sales policies and actively created a fair credit environment for various purchase entities to use purchase funds. It set up multiple loan varieties, including the minimum purchase price loan for wheat, grain reserve loan, grain purchase loan, leading enterprise loan and grain allocation and sales loan, fully meeting the needs of enterprises for various business forms such as purchase and sales trade, deep grain processing, land circulation operations and farmer order purchases.

For loans needed for the increased storage and rotation-in of central and local reserve grain and oil, ADBC Shandong Branch promptly issued loans according to policy to ensure the supply of purchase funds; for the direct-affiliated depots and designated enterprises of Sinograin Shandong Branch purchasing wheat at the minimum purchase price, it promptly provided full loans for purchase prices and purchase expenses, ensuring that after the wheat minimum purchase price implementation plan was launched, purchase funds were promptly and fully paid to farmers through the loan enterprises. For various grain purchase and sales enterprises, industrialized leading enterprises, grain processing enterprises and other grain enterprises that do not undertake the wheat minimum purchase price task and purchase grain at market prices, ADBC Shandong Branch, on the premise of implementing risk prevention measures, provided credit support on a selective basis, so as to broaden the province's grain purchase channels and use multi-channel purchases to solve grain purchase problems and protect farmers' interests.
