Strengthen supervision to safeguard agriculture-related funds

In recent years, the state has continuously increased investment in agriculture and rural areas, arranging huge amounts of special agriculture-related funds to promote the development of agriculture and rural undertakings. However, a small number of grassroots officials treat all kinds of agriculture-related funds allocated from above as "Tang Monk's flesh," either intercepting and misappropriating them, setting up "slush funds," or extracting funds through off-book accounts, causing massive losses of the state's agriculture-related funds. In view of this, the author believes that supervision should be strengthened, the use of agriculture-related funds should be standardized, and the implementation of all kinds of state agriculture-related fund policies should be ensured.

First, establish and improve a complete supervision mechanism for the use of agriculture-related funds. From the amount of agriculture-related funds, the personnel responsible for disbursement, to the projects they are applied to, and so on, departments with regulatory responsibilities must truly shoulder their due duties, so that every link in the disbursement of agriculture-related funds is under strict supervision, ensuring that all agriculture-related funds are disbursed into the hands of the relief recipients and applied to the projects or departments involved.

Second, adhere to the principle of "openness, fairness, and justice," so that the disbursement of agriculture-related funds is made public before the masses. Starting from the moment higher authorities issue relevant agriculture-related funds, the categories, amounts, standards, and relief recipients of the agriculture-related funds should be publicly announced one by one, subject to public supervision, so that agriculture-related funds are truly applied to the designated fields, and situations of backroom operations, impersonation, and illegal misappropriation of agriculture-related funds are resolutely eliminated.

Third, it is suggested to establish grassroots procuratorial offices for the disbursement of agriculture-related funds, giving full play to the supervisory role of procuratorial organs in the disbursement of agriculture-related funds, so that legal supervision and follow-up inspection run through the entire process of agriculture-related fund disbursement.
