Ministry of Agriculture Promotes and Strengthens Farmer Entrepreneurship and Innovation Services
In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council on entrepreneurship and innovation, recently the Ministry of Agriculture, on the basis of continuously implementing the action plan for advancing farmer entrepreneurship and innovation, the action for rural youth entrepreneurship to enrich the people, and the action plan for supporting returning migrant workers and other personnel to return home and start businesses, and having achieved positive results, made arrangements for further strengthening farmer entrepreneurship and innovation services.
Farmer entrepreneurship and innovation is an important component and source of potential of China's overall strategy of mass entrepreneurship and innovation, and is an inevitable choice for reserving and cultivating all kinds of talent for agriculture and rural areas. The Ministry of Agriculture requires agricultural departments at all levels to firmly establish and earnestly implement the new development concept, follow the approach of "the government builds the platform, the platform gathers resources, and resources serve entrepreneurship," take the creation of a set of policies, the building of a batch of platforms, the cultivation of a batch of leaders, the summarization of a batch of models, and the construction of one service system - the "five ones" - as the work layout, and focus on returning migrant workers, secondary and higher education graduates, retired soldiers, rural capable people, rural youth, and college student village officials, to build a working mechanism, policy system, institutional environment, and public service system conducive to the vigorous development of farmer entrepreneurship and innovation, promote the flourishing of farmer entrepreneurship and innovation, and provide important support for promoting farmers' employment and income growth, cultivating new-type professional farmers, transforming the momentum of economic development, and promoting social harmony and stability.
The Ministry of Agriculture requires that agricultural departments at all levels earnestly implement and create farmer entrepreneurship and innovation policies, sort out the "substantive" content of policies and publicize it in a concentrated manner, and extend and improve policy measures; strive to build various types of farmer entrepreneurship and innovation parks, online information platforms, and investment and trade platforms; actively cultivate a talent team for farmer entrepreneurship and innovation, confirm a batch of practical training bases, and train a batch of entrepreneurship tutors; vigorously publicize typical examples of farmer entrepreneurship and innovation, and carry out various entrepreneurship competitions, lectures, forums, training, exhibitions, and other activities; and continuously improve the farmer entrepreneurship and innovation service system, providing various comprehensive and specialized services. It is necessary to effectively strengthen organizational leadership, clarify work responsibilities and task division, increase communication and coordination among departments, integrate resources and projects, form a joint force, and jointly advance the work.
