How to improve the management system for poverty alleviation funds
According to media reports, recently, the Supreme People's Procuratorate held a press conference to report on the nationwide procuratorial organs' special work on concentrated rectification and strengthened prevention of duty-related crimes in the poverty alleviation field. From January to May this year, procuratorial organs nationwide filed and investigated a total of 658 duty-related crimes in the poverty alleviation and development field, up 53.7% year on year.
With the progress of poverty alleviation work, corruption in the poverty alleviation field has gradually been exposed in recent years. Funds in the poverty alleviation field are the people's "life-saving money" and the last guarantee for securing people's basic livelihood, but "fly greed" and "ant greed" officials use the power in their hands to invent pretexts, intercept and withhold funds, and make false claims, directly or in disguised form embezzling poverty alleviation subsidy funds, resulting in the state's pro-farmer poverty alleviation policies not truly being implemented for farmers.
At present, poverty alleviation and development work has entered a critical stage, and central and local government investment in poverty alleviation funds will be greater and projects more numerous. Strengthening Party conduct and clean government building in the poverty alleviation and development field, strictly investigating corruption in the poverty alleviation field, and firmly establishing the "high-voltage line" for the management and use of poverty alleviation funds brook no delay. Party committees and governments at all levels should strengthen clean education for Party members and cadres, exercise strict management, strict supervision, and strict punishment, build a system in which officials do not want to be corrupt and dare not be corrupt, effectively deepen their understanding of the importance and urgency of work in the poverty alleviation and development field, put power in a cage, ensure that every sum of poverty alleviation funds is used "on the blade's edge," and truly safeguard and realize the vital interests of the people. A sound fund use management system should be established and improved, information disclosure in the poverty alleviation field should be strengthened, tracking and supervision of every poverty alleviation project and every sum of funds should be strengthened, "blind spots" should be eliminated, loopholes should be plugged, the "hands" that spend money should be kept under control, and poverty alleviation funds should be made to truly produce results. Supervision and inspection should be strengthened. Audit departments should increase audit supervision and inspection of the implementation of pro-farmer policies, ensure fund safety, and improve the efficiency of fund use. Discipline inspection and supervision organs should increase the intensity of investigating and handling corruption problems around the people, promptly correct problems that infringe on the people's interests, and build a supervision system comprising discipline inspection and supervision, finance and auditing, people's congresses and society, and media public opinion, so as to eliminate corruption in the poverty alleviation field in the bud. A strict accountability mechanism should be established, zero tolerance should be applied to corrupt acts that misappropriate poverty alleviation funds, and every case discovered should be investigated and handled, forcefully deterring corrupt elements.
