Paving an information superhighway for mountainous agriculture

Guangxi has many mountains and little flat land, and agricultural production is constrained by resources. Compared with developed provinces, the level of agricultural intensification and scale is still relatively low. The internet era has created unprecedented development opportunities for agricultural informatization in Guangxi, and has also made it possible for Guangxi's modern agriculture to overtake on the curve through scientific and technological means.

In recent years, Guangxi has formulated a standards system for agricultural informatization projects, focused on building an agricultural cloud platform and a big data management platform, set up an agricultural data and information center, developed big data analysis models, and built a number of agricultural application systems, further integrating information resources, establishing an agricultural data resource database, and setting up electronic service platforms in more than 110 cities and counties and more than 300 townships. Agricultural big data has been put to practical use in management and application, connecting information "islands" into a "continent" and activating them, so that data can better provide a scientific basis for government decision-making and services for agriculture, rural areas and farmers. The level of internet information technology serving modern agriculture has risen significantly, opening up a new situation for modern agricultural development.

Statistical decision-making now has "clairvoyance" and "clairaudience"

"In terms of big data platform construction, the Guangxi Department of Agriculture is at the forefront of the whole region, which is worth learning from and referring to, and provides a precise basis for leadership decision-making." In early May this year, Song Qingrong, head of the research group from the General Office of the Guangxi Autonomous Region Government, who was conducting research at the Guangxi Agricultural Information Center to build an e-government data exchange and information sharing platform for the government system, told reporters, "On the basis of achieving systematization of basic data, the agricultural department has built big data platforms for data comparison, analysis and judgment, and dynamic graphical display, and has achieved information sharing within the agricultural system, directly serving decision-making by leaders at all levels."

In the past, when reporting disaster situations, one had to take notes with a pen, return to the office, enter them into the system one by one and then send them, which was time-consuming and labor-intensive, lacked timeliness, and was prone to errors. Since the development of the agricultural situation information management system, now whenever there is a flood, typhoon or other disaster, after the agricultural situation officer arrives at the scene, they only need to take a photo with a mobile phone installed with the agricultural situation information management system APP, open the disaster reporting and loss interface, fill in the relevant data, and tap lightly, and the disaster information is immediately transmitted to the higher level, quickly, intuitively and visually, with the disaster situation clear at a glance.

"Now agricultural situation reports are submitted once a week. The mobile APP is convenient to operate, and we can work right at the disaster scene. Not only are frontline agricultural situation officers more relaxed, we are also much more relaxed than before," introduced Luo Rong, an agricultural situation officer in the Agricultural Situation Section of the Autonomous Region Agricultural Information Center. "In the past, frontline disaster reporting relied on worn-out pens and tattered notebooks, involved many procedures, and took a long time. Agricultural situation officers at the provincial level had to urge collection of disaster information by phone. When urged too urgently, a few frontline agricultural situation officers might report inaccurate data just to get by. Since this system became available, submission can be completed with just the simple 'three ones,' which is easy to understand and learn. Moreover, the system has a positioning function, which can effectively prevent some agricultural situation officers from being lazy and casually fooling people with pictures from other places, truly achieving 'where there is a picture, there is the truth!'"

At present, the Guangxi agricultural situation information management system has realized the collection and submission of information on the production progress of major crops, area implementation, technology promotion, seedling growth, yield forecasts, occurrence and control of pests and diseases, and more. In addition, Guangxi has also established 25 seedling monitoring points across the region to observe rice, corn and sugarcane. It carries out sugarcane monitoring and early warning work, conducts monthly analysis of the sugar market situation, studies the dynamics of sugar material and sugar production, and provides the Ministry of Agriculture with early warning analysis reports on the region's sugar material and sugar market. These monitoring and early warning data, as well as disaster data, provide a reliable basis for government decision-making and production recovery.

Farmers go from "relying on heaven for food" to "farming by knowing heaven"

"After using 'Nongjibao,' from planting to harvest of grapes, no matter what problem we encounter, as long as we send pictures and questions on the mobile phone, an agricultural expert will answer online very quickly. It is very convenient." In Xiaolong Village, Xinxu Township, Guanyang County, Yao Xiqun, head of Guangxi Xingxia Agricultural Technology Co., Ltd., beside his own more than 100 mu of vineyard, told reporters about the new things encountered in this year's planting.

The "Nongjibao" mentioned by Yao Xiqun is, under the guidance of the Ministry of Agriculture, a comprehensive informatization application platform jointly created by China Telecom and the Chinese Academy of Agricultural Sciences for agricultural authorities, agricultural technology experts, agricultural technicians and farmers to meet the needs of agricultural technology extension communication and interaction, service management, and more. As Guangxi's first pilot county to sign up to use the "Nongjibao" informatization application, farmers in Guanyang County quickly experienced the powerful functions of "big data and cloud platform." "Through expert guidance on 'Nongjibao,' sharing agricultural experience, checking agricultural product sales trends and more, my grapes grew very well this year, basically did not get sick, and sold very well," Yao Xiqun said.

"With this 'treasure,' farmer friends are like carrying an expert with them. Whatever happens in the field, they can take out their mobile phone, take a photo and upload it, and an 'electronic prescription' can be issued immediately. Agricultural technology services realizing private customization is no longer a dream," Chen Mingwei, head of the Science and Education Division of the Autonomous Region Department of Agriculture, told reporters.

Chen Mingwei introduced that at present, 33,000 farming households and 7,500 agricultural technicians across the region have used "Nongjibao," agricultural technicians have reported 38,400 work logs, experience sharing and interaction between agricultural technicians and farmers have totaled 533,000 times, and the Department of Agriculture, municipal agricultural committees and agricultural bureaus have published 250 notices on pest and disease control, soil moisture and drought briefings, weather, agricultural technology knowledge and more, benefiting 152,000 farmer visits.

"Nongjibao" allows farmers to enjoy convenient, economical and efficient information services without leaving home. Agricultural planting will no longer be just "relying on heaven for food," but more about "farming by knowing heaven," greatly improving agricultural production efficiency. And improving planting production efficiency from the agricultural source will also drive overall domestic demand in the agricultural industry. With the help of agricultural big data, the efficiency of the entire agricultural industry chain will be greatly improved.

Agricultural products go from "carrying baskets to peddle" to selling well online

Agricultural and sideline products have gone from the past single approach of "carrying baskets to peddle" to now taking the e-commerce "express train," galloping all the way on the internet and going directly into ordinary people's homes thousands of miles away. A large number of "Guangxi specialty products" have appeared on major shopping websites such as Taobao, JD.com and Tmall. Guangxi rural e-commerce has "risen suddenly" and is developing rapidly.

"Through the 'entry into villages and households' of informatization, the problem of rapid information connection between farmers and the government can be solved. Relevant information policies can be brought to farmers, farmers' products can be turned into commodities, sold online by 'going electric,' and linked with e-commerce," introduced Wu Bingke, director of the Information Center of the Autonomous Region Department of Agriculture.

When the reporter searched on Taobao, data showed that there were more than 1,000 shops selling "Liuzhou snail rice noodles," and this number was constantly rising. Top-ranked e-commerce sellers each sold more than 10,000 orders per month. Merchants kept pace with the times, followed the pace of "Internet Plus," and opened e-commerce models. Guizhong Haixun Logistics Park, located beside the Zhegu River Bridge in Liuzhou, is a Guangxi e-commerce demonstration base and already has full industry chain functions such as modern logistics, freight, banking and finance, warehousing, e-commerce, and entrepreneurial incubation. At present, more than 270 farming households and supply and marketing cooperatives have settled in Guizhong Haixun, helping more farmers solve difficulties such as express delivery transportation and product technical packaging, and adding corresponding "e-commerce" training courses, allowing more enterprises to integrate into the internet and vigorously promoting the development of e-commerce in Guangxi.

Big data supports targeted poverty alleviation without deviation

Recently, the Organization Department of the Rongshui Miao Autonomous County Party Committee in Guangxi and the Daliang Town Party Committee jointly held a "industrial poverty alleviation" distribution ceremony in Shangli Village. Nearly 10 party members and cadres gave more than 1,200 fragrant ducklings and more than 14,000 horned carp fry to 61 poor households in Shangli Village for rearing, thereby guiding farmers to develop characteristic industries and promoting farmers' income growth and prosperity. In the layout of the new round of poverty alleviation work, taking the path of industrial poverty alleviation in combination with local characteristics is a common practice in various parts of Guangxi.

How does big data support targeted poverty alleviation? Wu Bingke said: "By building an industrial targeted poverty alleviation information management platform, we accurately grasp the industrial distribution, industrial development and number of people in industrial poverty alleviation in each poverty-stricken county, township and village, thereby formulating an industrial targeted poverty alleviation planning map and accurately marking the industrial poverty alleviation plan, making it easier for poor households to find the right direction and choose advantageous industries, adapting measures to local conditions, amplifying characteristics, planting where suitable for planting, raising where suitable for raising, grazing where suitable for grazing, and fishing where suitable for fishing, striving to form a pattern of 'one village, one product' and 'one town, one industry,' driving more poor households out of poverty and toward prosperity. Through the industrial targeted poverty alleviation information management platform, production risks and production costs can be effectively reduced, and targeted poverty alleviation can be realized."
