To do a good job in targeted poverty alleviation, the focus must be on helping people and building their resolve.
Many places are now fighting a tough battle against poverty, holding training courses, sending resident poverty alleviation work teams to villages, bringing in projects and investing funds, and more. All of this deserves recognition, but in my view, these only provide the objective material conditions and tools for farmers to escape poverty. To truly bring out the "blood-generating" function of development-oriented poverty alleviation, subjective conditions are also needed, namely the quality and striving of the poor themselves. While alleviating poverty through materials, technology and talent, we must also value raising the quality of the poor themselves and help them build confidence in overcoming poverty.
In the past, because our country long carried out the "blood-transfusion" approach to poverty alleviation of "sending grain, sending clothes, sending relief," although it eased the living needs of the poor, it also led some cadres and ordinary people to develop a psychology of dependence on government relief, and gave rise to a "lazy man's mentality" and outlook on life of "waiting, relying and asking" among some people. This kind of poverty in thought and values is also one of the deep causes of poverty.
People are the primary factor of production. Targeted poverty alleviation must first precisely help people. Not only should we raise the ability of those responsible for assistance to carry out targeted poverty alleviation and strengthen their skill of "teaching someone to fish," we should also focus on raising the quality of those being assisted, and educate and guide cadres and ordinary people in poor areas to strive to change their thinking and concepts and root out the "lazy man's mentality" of not seeking progress, being content with the status quo and "waiting, relying and asking." Only when people in poor areas truly establish a spirited, upward mental state of seeking change in adversity, striving endlessly for self-improvement, refusing to lag behind and actively pressing ahead, can all kinds of targeted poverty alleviation measures and vehicles play their role over the long term, and only then can people in poor areas completely escape poverty and set out on the road to moderate prosperity.
