Agricultural development needs more agriculture-related science and technology commissioners
Recently, through frontline research, the author found that in some areas, the "science and technology commissioners going to the countryside" initiative still suffers from the phenomena of "unable to go down," "unable to stay," and "unable to do a good job." The main problems are as follows: First, there is a shortage of science and technology commissioners in agriculture-related specialties, and their knowledge is outdated, making it impossible to meet the needs of modern agricultural production. Second, there is a lack of organization, and systematic development is inadequate, making it impossible to meet the needs of "Internet Plus agriculture," finance, and other aspects of modern rural life and business. Third, there is a lack of awareness, and some officials neglect the training of rural leaders. In response, the author puts forward the following countermeasures and suggestions:
First, change concepts, pool the strength of technical teams, and ensure the smooth progress of "science and technology commissioners going to the countryside." The focus should be on solving the conceptual transformation of certain officials and strengthening self-study. At the same time, when staffing the "science and technology commissioners going to the countryside" teams in the future, a portion of professional and technical talent and elites who graduated from formal institutions should be selected and hired in a planned way to form technical teams and jointly serve the development of the "three rural" industries.
Second, provide comprehensive training, cultivate leaders in becoming prosperous, extend the industrial chain, and promote sound and rapid rural economic development. The focus should be on cultivating a large number of technically skilled people who are educated, understand technology, and know how to run a business, as well as new-type farmers capable of starting their own businesses, so that they become leaders in becoming prosperous through science and technology, improve the quality and efficiency of agriculture, and enable farmers to gain more benefits from the reform of "science and technology commissioners going to the countryside."
Third, accelerate "Internet Plus" to drive industrial upgrading and meet customers' diverse and multi-level demand for agricultural and sideline products. With the rapid development of e-commerce, "science and technology commissioners going to the countryside" should also, in response to e-commerce's market service needs for "three rural" products and its own business characteristics, integrate resources, fill many business gaps, make good use of the "Internet Plus" tools of innovation leaders in the industry, lower the threshold for innovation, and improve efficiency.
