4 million impoverished people with disabilities will be lifted out of poverty during the 13th Five-Year Plan period
Reported by our reporter Cui Li: On September 27, the State Council Leading Group Office of Poverty Alleviation and Development and the China Disabled Persons' Federation jointly held a national conference in Beijing on poverty alleviation for impoverished people with disabilities.
The conference mobilized and deployed work on poverty alleviation for impoverished people with disabilities during the “13th Five-Year Plan” period. The next 5 years are a crucial period for the country's poverty alleviation and development work to storm fortifications and capture strongholds, and also an important period for people with disabilities to fully achieve the goal of moderate prosperity. Among the more than 50 million impoverished people in rural China, more than 4 million impoverished people with disabilities have been included in the registration-based poverty alleviation system, accounting for about 8% of the impoverished population. Impoverished people with disabilities have become a special group facing difficulties with the deepest poverty, the greatest difficulty in escaping poverty, and the highest rate of returning to poverty.
The conference deployed the "Action Plan for Poverty Alleviation of Impoverished People with Disabilities (2016-2020)" formulated by relevant departments and units, setting the goal for poverty alleviation of people with disabilities: by 2020, steadily ensure that impoverished people with disabilities and their families do not worry about food or clothing, and have guaranteed access to basic medical care, compulsory education, housing safety, basic rehabilitation services, and barrier-free family life, and ensure that registered impoverished people with disabilities under the current standards are lifted out of poverty on schedule. The "Action Plan" requires that during the “13th Five-Year Plan” period, comprehensive assistance be provided to impoverished people with disabilities in implementing social assistance policies such as rural minimum living allowances and support systems such as living subsidies for people with disabilities in difficulty and nursing subsidies for people with severe disabilities; that the rigid expenditures of impoverished people with disabilities on medical treatment and rehabilitation be reduced and their physical and mental functional conditions improved; that the housing safety problems of impoverished families with disabilities be solved by accelerating the implementation of rural dilapidated housing renovation and relocation projects for poverty alleviation; and at the same time, that vocational education and practical technical training for impoverished people with disabilities be intensified, and that impoverished people with disabilities be helped to increase their incomes through various methods such as industry-driven development and the conversion of asset returns into quantified shares.
