Recently, the General Office of the People's Government of Henan Province issued the "Implementation Opinions on Promoting the Accelerated Development of the Financing Guarantee Industry," stating the need to ease the difficulty and high cost of financing for small and micro enterprises and "agriculture, rural areas and farmers," improve the policy support system, industry regulatory system and risk prevention and control system of the financing guarantee industry, and accelerate the development of a new type of financing guarantee industry that mainly serves small and micro enterprises and "agriculture, rural areas and farmers." By 2020, the registered capital of financing guarantee institutions across the province will reach more than 50 billion yuan, forming a guarantee capacity of more than 400 billion yuan, and the proportion of guaranteed households for small and micro enterprises and "agriculture, rural areas and farmers" financing guarantees will reach a target of no less than 65% within 5 years.

The "Opinions" require the government to give strong support to financing guarantee business that serves inclusive areas such as small and micro enterprises and "agriculture, rural areas and farmers" and that bears on the overall situation of economic and social development. It is required to advance the construction of the financing guarantee system, enhance the service capacity of government financing guarantee institutions, improve the re-guarantee mechanism, and establish and perfect the agricultural credit guarantee system. Strive to use 2 years, with the establishment and improvement of provincial-level agricultural credit guarantee institutions as the focus, to gradually form an agricultural credit guarantee network covering major grain-producing areas and major agricultural counties, and effectively ease the financing difficulties in agricultural development.
