State Council issues guiding opinions to speed up "Internet Plus government services"

Beijing, September 29 (Reporter Wu Shan) - By the end of 2017, the people's governments of all provinces (autonomous regions and municipalities) and relevant departments of the State Council will have built integrated online government service platforms, fully disclose government service items, and significantly raise the level of standardization and networking of government services.

Recently, signed and approved by Premier Li Keqiang, the State Council issued the Guiding Opinions on Accelerating the Work of “Internet Plus Government Services” (hereinafter referred to as the Opinions), to optimize service processes, innovate service methods, advance data sharing, and promote open and transparent services, so as to benefit enterprises and the public to the greatest extent, save enterprises and the public from making extra trips, make it easier to get things done, and avoid causing frustration, and let them share in the fruits of the development of “Internet Plus Government Services.”

According to the Opinions, by the end of 2020, an “Internet Plus Government Services” system will be built covering the whole country, with overall coordination, departmental collaboration, provincial-level pooling, and one-network processing, greatly raising the level of intelligence of government services, making government services smarter and making it more convenient, faster, and more efficient for enterprises and the public to get things done.

How to advance “Internet Plus Government Services” is specified in the Opinions from three aspects:

Optimize and re-engineer government services. The people's governments of all provinces (autonomous regions and municipalities) and all departments of the State Council shall comprehensively sort out and compile catalogs of government service items, implement coding management, and gradually achieve “same item, same standard, same code.” Optimize service processes such as online application, acceptance, review, decision, and delivery; for any item that can be handled online, on-site handling must not be mandatory. Accelerate the online handling of government service items, and achieve “everything that can go online should go online, with the whole process online.” Innovate online service models, and promote cross-regional remote handling, cross-level coordinated handling, and cross-departmental collaborative handling of service items. Fully disclose service information related to government service items; apart from the conditions specified in the service guides, no additional requirements may be added on one's own. Establish a public participation mechanism; governments at all levels and their departments must keep Internet communication channels open and respond promptly to public concerns.

Integrate and upgrade the channels of government service platforms. Standardize the construction of online government service platforms, and, relying on government portal websites, accelerate the building of authoritative and convenient integrated Internet government service platforms. Advance the interconnection between the various business systems of government departments and government service platforms, and achieve “single sign-on, nationwide handling.” Advance the integrated development of physical government service halls and online service platforms, and achieve seamless connection and unified handling between online and offline services. Promote seamless docking between community-level service outlets and online service platforms, and accelerate the extension of online government services to the community level.

Consolidate the supporting foundation for government services. Integrate and build a unified data sharing and exchange platform system, and advance government information sharing. All departments of the State Council shall accelerate the integration of business systems serving the public and, as soon as possible, open real-time data interfaces of business systems to the online government service platforms of all provinces (autonomous regions and municipalities) on demand. Advance the construction of new smart cities by level and category, and build a transparent and efficient service-oriented government. Improve network infrastructure, strengthen network and information security protection, and effectively increase protection for important data involving state secrets, commercial secrets, and personal privacy.
