Five major tasks identified for ecological and environmental development during the 13th Five-Year Plan period

The meeting identified five key tasks for ecological and environmental development during the "13th Five-Year Plan" period: in terms of working mechanisms, further leverage the coordinating role of the national inter-ministerial joint conference on ecological and environmental development, and strengthen the division of labor, cooperation and mutual coordination among comprehensive departments and sectoral departments to advance the work together; in terms of scientific and technological research, on the basis of respecting the laws of nature, scientifically select protection and restoration methods, and carry out engineering construction in accordance with local conditions; in terms of institutional reform, combine the results of reforms such as the compilation of natural resource balance sheets and the departure audit of natural resource assets of leading officials, and increase innovation in the systems, mechanisms and policies of engineering construction; in terms of financing models, adhere to combining government guidance with market operation, explore the establishment of diversified financing models, and foster a sound atmosphere in which government funds continuously "invest" in ecological development and enterprise funds actively "gather" toward ecological development; in terms of project construction, accelerate the progress of engineering construction, plan the investment arrangements for next year as early as possible, and strengthen post-construction management and maintenance to eliminate the phenomenon of destruction occurring alongside restoration.
The meeting emphasized that it is necessary to follow the new concept that mountains, rivers, forests, farmland and lakes are a community of life, and in accordance with the integrity, systematicness and inherent laws of ecosystems, implement systematic restoration of key regions to enhance their ecological functions as soon as possible; it is necessary to closely serve the overall task of poverty alleviation and building a moderately prosperous society in all respects, properly handle the relationship between engineering construction and poverty alleviation work, achieve simultaneous progress and simultaneous results in ecological improvement and targeted poverty alleviation and targeted poverty eradication, and strive to both make the ecology better and make the people richer; it is necessary to focus on the overall goal of building a solid ecological security barrier, take prominent ecological problems in key regions as the guide, comprehensively enhance the stability of natural ecosystems and their ecological service functions, and accelerate the construction of the "two barriers and three belts" national ecological security barrier.
