There are national subsidies for corn stalks. Do you know about these policies?
The season for autumn corn to hit the market is coming around again. In the past, all we knew was burn, burn, burn! Later, watched closely by village officials, we could only crush, crush! But has anyone told you what national subsidy policies exist for handling corn stalks? Recently, in a summary of responses to Proposal No. 0754 (Agriculture and Water Resources No. 081) of the Fourth Session of the 12th National Committee of the Chinese People's Political Consultative Conference, the Ministry of Agriculture mentioned this type of policy. The editor has put together a summary for farmers and friends, so don't let your subsidies slip away.
The first is the subsidy for purchasing crushing machinery. It is reported that 67,200 crush-and-return-to-field machines were subsidized, with 225 million yuan in subsidy funds arranged, and 8,300 pickup balers were subsidized. So how do you get this subsidy? This subsidy is actually a branch of agricultural machinery subsidies.
Second, the subsidy for straw-fed livestock demonstration projects. The state has long supported the construction of projects for using straw as feed. As of now, the central government finance has invested a cumulative total of 1.85 billion yuan, building more than 1,000 demonstration counties for straw-fed livestock. Hurry to your local government and ask whether your area is within the subsidy scope.
Third is subsidies for fuel-oriented utilization technologies such as straw pyrolysis gasification, straw biological gasification, straw solidification and molding, and straw carbonization. Simply put, you can also apply for subsidies if you build your own biogas digester. From 2008 to 2013, the National Development and Reform Commission arranged central budget investment funds to support projects using straw to produce wood-plastic composites and artificial boards; from 2014 to 2015, the National Development and Reform Commission continued to increase financial support, using a lump-sum allocation method to support major grain and cotton-producing areas and key air pollution prevention and control areas in developing straw collection, storage and transportation systems, straw wood substitutes (artificial boards, wood-plastic composites), straw for producing edible fungi, straw fiber raw materials, and other projects.
In addition, regarding corporate income tax preferences, the Ministry of Finance, the State Administration of Taxation, and the National Development and Reform Commission jointly issued the Catalogue of Corporate Income Tax Preferences for Comprehensive Resource Utilization (2008 Edition), implementing income tax preferences for the production of electricity, heat, and gas from straw and other materials. Regarding labor service value-added tax preferences, the Ministry of Finance and the State Administration of Taxation jointly issued the Catalogue of Value-Added Tax Preferences for Comprehensive Resource Utilization Products and Labor Services, implementing value-added tax preferences for the production of electricity and heat from crop straw and other materials. In 2015, the Ministry of Agriculture, together with the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Environmental Protection, jointly issued the Notice on Further Accelerating the Comprehensive Utilization of Crop Straw and the Ban on Burning, requiring all localities to improve and implement policies conducive to straw utilization in areas such as fiscal investment, tax preferences, financial credit, land, and electricity use policies.
Examples of straw handling subsidies in recent years:
Qingdao's large biomass energy project received a subsidy of 40 million yuan from the 2016 central budget investment plan for large-scale biogas projects. Xuyi in Huai'an received a provincial-level comprehensive straw utilization subsidy of 8.87 million yuan. Shuangdian Town in Rudong distributed more than 700,000 yuan in subsidies for mechanical straw return to fields. Luoshan County, for straw crushing and return-to-field machines purchased by farmers, the city and county levels each add subsidies at 50% of the central subsidy standard; for purchased straw pickup balers, the city and county levels each add subsidies at 10% of the central subsidy standard; for purchased combine harvester crushing and cutting devices, the city and county levels each provide subsidies at 20% of the machine's selling price. Straw processing enterprises in Shenyang can receive up to 15 million yuan in subsidies. Comprehensive straw utilization subsidies in Mianyang will reach up to 60 yuan/mu.
Friendly reminder
If farmers have not received subsidy funds, it may be because they do not understand the application procedures and failed to apply in time, thus missing the subsidy application deadline. If no application was made, farmers naturally cannot receive the subsidy funds. The application and distribution of straw return-to-field subsidies in townships are handled by the agricultural technology departments of each township. Farmers can consult their local agricultural technology department about matters related to straw return-to-field subsidies.
