Small pigeons drive villagers onto the road to prosperity

"The activity center is holding a breeding training session, and they're going to give us pigeons." "Everyone, hurry to the village committee to sign the investment agreement." Recently, **villagers of Toglak Village, Ahu Township, Artux City, spread this good news to one another. It turned out that Zheng Luming, leader of the village work group of the Autonomous Region Federation of Trade Unions and first secretary, taking local conditions into account, had introduced and registered a village-level enterprise, promoted specialty breeding in the village, and brought the training class right to the villagers' doorstep.
Joint training and joint development to consolidate the grassroots foundation
At the very start of his stay in the village, Zheng Luming drew on his advantage of grassroots work experience. Taking as his starting point the cultivation of a team of village "two committees" cadres who could lead the masses out of poverty and toward prosperity, who could get things done and accomplish things, he identified the situation accurately and focused his efforts precisely, establishing a "joint training and joint development" mentoring and training mechanism.
Through the "joint training" style education and training mechanism, Zheng Luming established "guided" learning, using every Monday for thematic publicity and study, truly unifying the cadres' thinking and actions with the Party's decisions and arrangements. He established a "small group" discussion and exchange mechanism, pairing up with the village "two committees" for mutual learning and mutual promotion, and reviewing work practice to fill gaps and make up shortcomings. He established "mobile schooling" education, carrying out visits to Party member cadres, giving out the Party constitution, studying laws and regulations, explaining policies, and playing micro-videos and other "micro Party lesson" activities, ensuring that Party policies spread rapidly and with broader coverage.
The work group established a "joint development" mentoring mechanism to enhance the village collective's capacity for action. By revising and improving various work systems, it strengthened the ability to manage people and affairs through systems; it coordinated special funds to improve village-level supporting organizations, comprehensively carried out the building of "small three-level" (township level, village level, park level) trade unions, and assisted the village "two committees" in extending "Golden Autumn Student Aid" to help impoverished students complete their studies; it quantified village-level organization "star-rating" creation measures star by star, analyzing weaknesses and making up shortcomings. The work group also actively helped the village introduce enterprises to rent venues and revitalize village collective assets, and, with the village committee as the main body, carried out corn stalk silage, strengthening the village-level organization's capacity to do things for the people by supporting the village collective economy.
Introducing key enterprises to help villagers escape poverty
As first secretary, Zheng Luming never forgot to fulfill his poverty alleviation responsibilities, leading the work group together with the village "two committees" to identify the root causes and push forward targeted poverty alleviation and targeted poverty elimination. He introduced **Xueyu Lingge Pigeon Industry Co., Ltd. to settle in Toglak Village, with the whole village's breeding pigeon stock reaching 40,000 birds. He kept a close eye on the enterprise at the doorstep, secured project funds from the Autonomous Region Federation of Trade Unions and special poverty alleviation funds, and, by renovating sheds and pens, purchasing breeding pigeons, and relying on the "government (work group) + enterprise + cooperative + farmer" model to carry out courtyard breeding, led the masses to improve their ability to prosper through a series of solid measures.
After the sheds and pens of impoverished households were renovated, the work group distributed breeding pigeons worth 10,000 yuan to each household. In less than half a year, the whole village had initially formed a courtyard breeding scale of 7,000 breeding pigeons. At the same time, through the breeding pigeon professional cooperative, the enterprise continuously carried out breeding training and household follow-up visits, providing comprehensive and strong guarantees. The villagers who had already received breeding income were delighted, and threw themselves with all their energy into raising the little pigeons well in exchange for big returns.
Toglak Village mainly fed pigeons with corn, wheat and other crop stalks, with a low utilization rate, which also invisibly increased feeding costs. Zheng Luming coordinated with the township government to purchase 6 sets of equipment and comprehensively carry out feed silage production in 5 villages. An on-site meeting was held in Toglak Village to promote feed silage and scientific breeding techniques, striving to ensure every village had an operator and every impoverished household had a breeder. The villagers developed a strong interest in feed silage processing. In less than half a month, about 250 tons of corn stalk silage were completed, improving the utilization rate of corn stalks and saving a large portion of feeding costs.
Science and technology training gathers strength for development
The work group and the village "two committees" gave prominent priority to publicity, culture and education, technical training and follow-up services. They planned funds to repair the village cultural square, distance education center and villagers' activity center, improved cultural function facilities, and purchased books, balls, chess sets and other cultural and sports supplies. Villagers played billiards, watched movies and learned knowledge, and children's laughter echoed continuously on the soccer field. Every month, the work group and the village "two committees" carried out a themed activity, collective project, policy briefing, typical example publicity, cultural performance, sports competition and other cultural and sports activities loved by the masses, promoting exchanges, communication and integration among all ethnic groups.
Through doing a good job in technical training, Zheng Luming and the work group combined the villagers' strengths and training needs with the village's industrial development plan, guiding young people to enthusiastically participate in skills training in breeding, planting, textiles, catering, decoration and more, and provided technical training and household guidance for farmers in standardized, scientific breeding and breeding pigeon incubation, continuously broadening employment channels.
During the slack farming season, the work group and the village "two committees" coordinated for the science and technology mobile service vehicle to drive into Toglak Village, rolling out small science and technology tips, popular science lectures and popular science programs. They opened an information consultation platform to serve the villagers. A series of solid measures improved the qualities and abilities of the people of Toglak Village to escape poverty and prosper.
In this year, great changes were taking place in the appearance of Toglak Village. The breeding households in the midst of starting their businesses were delighted, and the village's little pigeons set free the villagers' "dream of prosperity" for tomorrow, flying higher and higher over the vast grassroots land.
