How to accelerate the construction of a rural e-commerce ecosystem
In recent years, China's rural e-commerce has developed rapidly, but there are also many constraining factors, mainly: the policy system needs to be improved, the main entities engaged in online business are small, scattered and weak, the e-commerce service formats are undiversified, rural e-commerce talent is lacking in counties and cities, and it is difficult to attract and retain high-end e-commerce talent. In addition, the rural logistics and distribution system is imperfect. The author believes that the construction of a rural e-commerce ecosystem should be accelerated to promote the development of rural e-commerce.
First, establish cross-regional e-commerce operating companies to make up for the shortage of rural e-commerce talent and technology in counties and cities. New policies for rural e-commerce should be introduced as soon as possible. By integrating large and small e-commerce outlets in urban and rural areas, establishing and improving a multi-level talent cultivation and training system, vigorously introducing social training institutions such as Alibaba Academy to offer classes and run schools, and bringing in through multiple channels various senior professionals and interdisciplinary talent suited to the development of rural e-commerce.
Second, further strengthen the management of website domain names, IP addresses, registration and filing, and access services; strengthen the construction of a rural logistics infrastructure network supported by logistics nodes at the county, township and village levels, and extend express delivery services to the village level as soon as possible; provide corresponding policy support in e-commerce platform construction, park construction, talent cultivation and other areas, and build an integrated urban-rural warehousing and logistics platform; promote the development of third-party delivery and joint delivery in rural areas, and open up the "last mile" of rural logistics and distribution.
Third, leverage "Internet Plus" to encourage and support new types of agricultural operating entities such as family farms, farmers' professional cooperatives and agricultural enterprises, as well as qualified enterprises, to actively carry out standardization work such as the formulation of e-commerce standards for agricultural products and standardized project construction, with certification, promotion and application by relevant departments or authoritative institutions. By promoting the construction of a standardization system for rural e-commerce, use big data to support government decision-making, guide scientific production, reduce transaction costs, allocate regional materials, achieve large-scale and differentiated development, and realize the transformation and upgrading of traditional agriculture.
