Farmers' entrepreneurship parks are about to take off. Come and take a look.

The Notice on Implementing a New Round of Construction of Fujian Farmers' Entrepreneurship Parks and Farmers' Entrepreneurship Demonstration Bases, issued by the Fujian Provincial Government in June, proposed that during the 13th Five-Year Plan period,Fujian Province will build 66 farmers' entrepreneurship parks and farmers' entrepreneurship demonstration bases, including 16 entrepreneurship parks and 50 demonstration bases.

The notice requires that farmers' entrepreneurship parks and demonstration bases be built into cluster areas for Fujian Province's advantageous industries, model sites for modern agriculture, experimental fields for reform and innovation, and major platforms for farmers' entrepreneurship, leading and driving the further transformation and upgrading of Fujian Province's agricultural development mode. The provincial finance department will continue to allocate each year 5 million yuan in special funds for each entrepreneurship park and 2 million yuan for each demonstration base, focusing on supporting infrastructure in industrial concentration areas, public service platforms, agricultural facility equipment, projects integrating the primary, secondary and tertiary industries, as well as the promotion of agriculture's "five new" elements, breeding of improved varieties, brand publicity and creation, and farmer entrepreneurship training. In addition, preferences in land use, electricity prices and other aspects will be provided for infrastructure construction such as fields, water, electricity, roads and communications.

Recently, Fujian Province also issued the Notice on the List of Production and Operation Entities Enjoying Preferential Electricity Prices in Farmers' Entrepreneurship Parks and Demonstration Bases in 2016, implementing 5 support policies.

(1) Continue to provide financial support.

(2) Continue to support infrastructure construction. All localities and relevant departments must incorporate infrastructure such as fields, water, electricity, roads and communications in entrepreneurship parks and demonstration bases into planning and give priority support.

(3) Continue to provide land use preferences.Land for production facilities and land for ancillary facilities within entrepreneurship parks and demonstration bases that is directly engaged in or serves agricultural production

(4) Continue to implement preferential electricity prices. For production and operation entities engaged in crop cultivation and livestock and poultry breeding within entrepreneurship parks and demonstration bases, charges shall be reduced by 30% below the standard for agricultural production electricity.

(5) Continue to implement other policies.Continue to implement preferential policies concerning tax and fee reductions, brand creation, financing services, scientific and technological innovation and other aspects for entrepreneurship parks and demonstration bases.

In addition to Fujian Province, Henan Province and Anhui Province are also actively building farmers' entrepreneurship parks. With the spread of the concept of "mass entrepreneurship and innovation," rural areas have become another major main battlefield for entrepreneurship after first-tier cities. As the main clusters of makers, farmers' entrepreneurship parks receive strong state support, from access to funding to preferential policies.

Government-planned farmers' entrepreneurship parks, why do agricultural enterprises and farmer makers buy into them?

Because in addition to simplifying procedures and providing farmers with financing guarantees and venues, they also provide cluster-based industrial development, which, on the basis of resource integration, can provide makers with more convenience.

In order to solve entrepreneurs' funding difficulties, some cities have set aside special funds to support enterprises settling in the parks and give appropriate subsidies for rent, property management and other aspects.

If farmers' entrepreneurship parks want to provide lasting support for farmer makers, they must base themselves on building their own capabilities. In the era of "mass entrepreneurship and innovation," the most important thing for farmers' entrepreneurship parks is to have distinctive features, rather than simply providing entrepreneurs with a production and operation venue or providing homogeneous preferences and services. At the same time, the total amount of construction should be controlled, and indiscriminate and chaotic construction should be guarded against. Only entrepreneurship parks that properly reflect their own characteristics can go far. Farmers' entrepreneurship parks also need to take their own construction as an important part of building the entire entrepreneurship service system. To achieve the above requirements, supporting government policies and projects are indispensable.

Therefore, based on an analysis of the current situation, the state will successively introduce more support policies for farmers' entrepreneurship parks in the future, and their strength will be no less than that for makerspaces and incubators. It is believed that in the near future farmers' entrepreneurship parks will become hugely popular!
