This is what Wang Libin, first secretary of Sishui Village, Laotougou Town, Longjing City, Yanbian Korean Autonomous Prefecture, Jilin Province, said to the reporter.
Wang Libin, 45, serves as deputy director of the Duty Crime Procuratorial Department of the Jilin Provincial People's Procuratorate. Starting in 2014, Wang Libin was selected by the organization to serve as first secretary of Daji Village, Laotougou Town, Longjing City. In December 2015, he was reassigned to serve as first secretary of Sishui Village, Laotougou Town. Through his efforts and those of the organization that sent him, the Jilin Provincial People's Procuratorate, the economies and village appearances of these two villages underwent tremendous changes.
Since becoming first secretary, Wang Libin has insisted on eating and living in the village and has traveled through every gully and fork of the two villages. These two villages are remotely located, have little arable land, and have no pillar industries, relying mainly on corn cultivation, so villagers' incomes are generally low. Daji Village's collective debt amounted to several hundred thousand yuan, and its economic level ranked last among the town's 22 villages. In response, Wang Libin led Daji Village's "two committees" team, focusing on implementing projects and developing specialty industries, with Chinese herbal medicine cultivation as the breakthrough. In 2015, they secured 700,000 yuan in funding to implement a Gastrodia elata cultivation project and established a Chinese herbal medicine cultivation professional cooperative with villagers participating through shareholding. By October 2016, the project's output value reached 1 million yuan, with profits of more than 100,000 yuan. In addition, he mobilized villagers to establish four cooperatives -- organic vegetable cultivation, yellow cattle breeding, organic apple-pear cultivation and agricultural machinery -- as well as eight corn-growing family farms. By the end of 2015, the per capita income of villagers had increased significantly, and the village collective also had an income of nearly 300,000 yuan. He also coordinated 980,000 yuan in funding for Daji Village to build a new 240-square-meter village office, equipped with a book reading room, clinic, activity room and one-stop convenience service hall.
It is understood that since Wang Libin became first secretary of Daji Village, he has coordinated and resolved a total of 10.54 million yuan for the village for infrastructure construction, dilapidated house renovation, project investment, targeted assistance and other funding, greatly changing the face of the impoverished village and achieving notable results in assistance work.
Sishui Village was formed by merging 4 villages and has 12 natural hamlets and 2,078 people. In the past, because members of the village's "two committees" were not unified in their thinking, the development of various undertakings in the village was seriously affected, and villagers had many complaints. After Wang Libin took office, he conducted in-depth visits and investigations. During the reelection of the village's "two committees," he organized villagers to elect a new term of the village "two committees" team that everyone trusted, laying a solid political foundation for the whole village to escape poverty. In order to vigorously develop the village collective economy and effectively increase farmers' incomes, Wang Libin actively sought projects and received strong support from the Jilin Provincial People's Procuratorate, securing nearly 40 million yuan in project funding for a cattle farm, water purification plant, photovoltaic power station, dilapidated house renovation and vegetable greenhouses under the "vegetable basket" program. At present, a 10.53 million yuan yellow cattle breeding project for Sishui Village has been implemented. Sishui Village is building a breeding community according to plan. This breeding community is run by the village collective, with villagers participating through cattle, land and other forms of shareholding, and villagers receive annual dividends. The village collective is expected to increase its annual income by 500,000 yuan. Funding of 4 million yuan was secured from the national "vegetable basket" project to build 16 vegetable greenhouses totaling 11,520 square meters, leading villagers to develop the vegetable industry.
In less than a year as first secretary of Sishui Village, Wang Libin and the village "two committees" team, with help from relevant departments, led villagers in repairing 14.25 km of village roads and 8 km of hamlet roads and fully paved them. Along the roads, 47 solar street lamps were also added, greatly facilitating villagers' nighttime travel. The dilapidated house renovation project for 40 impoverished households is proceeding intensively and in an orderly manner and is expected to be fully completed before the end of November.
