In September 2015, Liu Mingxin, a 45-year-old employee of the Henan Provincial Branch of the Bank of China, was selected by the Organization Department of the Henan Provincial Party Committee and sent to Chen Caiyuan Village, Liaodi Town, Sui County, to serve as First Secretary.

Chen Caiyuan Village is located in the western part of Sui County and consists of 4 natural villages with a population of 2,148; its young and middle-aged labor resources are relatively abundant. The village has 2,465 mu of arable land and 16 registered poor households comprising 47 people. The village has 28 Party members and 8 cadres in the village "two committees." Chen Caiyuan Village is a traditional agricultural village, and working away from home is the main source of income for the villagers besides farming.

The village has no industrial enterprises. Its grain crops are mainly wheat and corn; its cash crops are mainly garlic, three-cherry peppers and peanuts; and only a small amount of vegetables are grown.

Chen Caiyuan Village has fertile soil and is suitable for crop cultivation, especially for growing vegetables, which is also how the village got its name. According to historical records, "during the Hongwu period of the Ming Dynasty, the ancestor of the Chen clan moved here from Hongtong, Shanxi, and made a living by farming and growing vegetables. Because they were skilled at growing vegetables, they became famous far and wide, and Chen Caiyuan Village was thus called Chen's Vegetable Garden." However, in recent years, due to insufficient initiative in opening up markets and a lack of funds and technical support, the village's vegetable planting scale has shown a trend of shrinkage.

Now that he had come, he set to work. Liu Mingxin first started by strengthening the building of the village "two committees" leadership team. When he first arrived in the village, even the lock on the village committee gate had rusted, the courtyard was overgrown with weeds and in a state of disrepair, and no cadres or villagers paid attention to it. At that time, only 3 village cadres were at home in the whole village. To rectify the village cadre team, he asked the village Party branch secretary to call each village cadre who was working away from home. Shortly before the Spring Festival, all village cadres gathered at the village committee for a meeting, where he introduced his plan and determination to change the face of Chen Caiyuan Village. After everyone unified their thinking, they were full of confidence, and Chen Caiyuan Village had a strong fighting fortress. After the Spring Festival, all members of the village "two committees" stayed in the village, were available whenever called, and actively participated in implementing the work assigned by the Party branch.

Liu Mingxin knew that his time stationed in the village was limited, so he had to take effective measures to drive the people to quickly escape poverty and become better off and improve their sense of happiness in life. After careful investigation and analysis and extensively listening to the opinions of cadres and villagers, Liu Mingxin decided to run his village work along three main lines: "benefiting farmers," "enriching farmers" and "aiding education." He decided to enhance the villagers' sense of happiness through investment in public facilities; develop the collective economy to ensure income growth and help poverty alleviation, enhancing the people's sense of achievement; and, since poverty alleviation must first support wisdom, vigorously build up Chen Caiyuan Primary School to lay a solid foundation for the future of farmers' children.

He actively and proactively guided the people to adjust the planting structure, and the garlic planted last year has already brought considerable income to the people of Chen Caiyuan this year. Since the beginning of this year, the village has already implemented or is in the process of implementing major development projects: the Smooth Access Project, under which a village road construction project of about 4 km with a total investment of 1.63 million yuan has been secured; the Brightness Project, under which 160 streetlights have been installed; the Safety Project, under which a remote monitoring system with 50 cameras has been built; the Beautiful Village Project, under which an environmental sanitation governance system has been established; and the Agricultural Assistance Project, with a planned total investment of 450,000 yuan, to dig 20 more irrigation wells for the villagers. In addition, the hardware construction of the village e-commerce service center is basically in place, and once put into operation it will build a new and broader platform for the sale of agricultural and sideline products. He also hired 2 technicians from Neihuang County to help 32 households build 120 mu of melon, fruit and vegetable greenhouses free of charge. The expansion and beautification of the refined, attractive and practical village office, as well as the village culture and sports square, have all been completed.

Poverty alleviation work emphasizes being solid, in-depth and precise. The premise of precise poverty alleviation is that one must truly understand "whom to support." In order to do solid and detailed work on registering poor people and ensuring that the truly poor are identified, Liu Mingxin, adhering to the principle of being able to settle in, stay put and investigate clearly, proceeded from the actual conditions of the village, overcame all kinds of difficulties, and went deep into the homes of villagers in difficulty to conduct fact-finding. He grasped the population of households in difficulty, the causes of their poverty, their existing conditions for becoming better off, and other existing problems, thus laying a solid foundation for precise poverty alleviation.

After villager Chen, who had been sentenced for a crime, was released from prison, he found that his ID card had been canceled, and the town police station required him to present certification from the relevant provincial department before it could be reissued. When Liu Mingxin learned of the situation, he ran around in many ways to help him process all the certification materials, enabling him to smoothly obtain a second-generation ID card. Villager Yang Hailiang wanted to build a laying hen farm and needed to apply for a subsidized loan. Liu Mingxin drove his private car back and forth to the county town many times and helped him successfully obtain the development funds he urgently needed. Among the four members of poor villager Zhang Shihai's family, three are intellectually disabled, and Zhang himself has lost his ability to work. Liu Mingxin coordinated with the town nursing home to admit him and his wife... He told the reporter: "If you treat the people's affairs as your own, the people's work will be easy to do!"

Poverty alleviation must first support wisdom and warm the hearts of village children. Liu Mingxin started with improving the schooling conditions of Chen Caiyuan Primary School, school management and care for left-behind children, and adopted methods of building in batches, advancing in echelons and driving overall progress, greatly changing the overall image of Chen Caiyuan Primary School: a multimedia classroom was built, fulfilling rural children's "computer dream"; support for the "Class-to-Class Connectivity" project was secured, helping improve teaching quality; a campus multimedia broadcasting system was built, giving the school a warm environment. He also worked hard to build a social assistance system, coordinating with social institutions such as the Provincial Water Conservancy Survey, Design and Research Co., Ltd. and the Provincial Experimental Middle School to establish long-term assistance and interaction relations with Chen Caiyuan Primary School; and contacted volunteers from the Provincial College of Education to offer short courses in music, physical education and art at Chen Caiyuan Primary School during vacations. The software and hardware facilities of Chen Caiyuan Primary School have been significantly improved, and enrollment has surged, growing from fewer than 100 students in 4 grades to 180 students in 6 grades at present. With the support of the Henan Provincial Branch of the Bank of China, Chen Caiyuan Primary School is currently building a comprehensive building with an investment of 350,000 yuan.

Liu Mingxin, this First Secretary from the provincial capital, has become integrated with the 2,148 villagers of Chen Caiyuan Village, and Chen Caiyuan Village's tomorrow will surely be even better.
