Han Xingwang: Helping the poor and assisting the needy is his life's work

Donating funds to pave roads and build bridges, construct irrigation pumping stations, and support the conversion of cropland to forest; proposing and taking the lead in establishing a "lamian economy" support fund... For more than ten years as consistently as a single day, he has always taken improving the living and development environment of his hometown as his own responsibility.

He voluntarily applied to make two villages the paired assistance villages of his enterprise, and every year he sets aside more than 10% of the enterprise's profits to fund poor students and build schools... Helping his fellow villagers pull out the "roots of poverty" has always been the goal he pursues.

He is Han Xingwang, chairman of Qinghai Xingwang Construction Industry and Trade (Group) Co., Ltd.

Han Xingwang, now 62 years old, was born in Sanlifang Village, Jiezi Town, Xunhua Salar Autonomous County, Qinghai Province. He left home at 18 to start a business, and over more than 40 years he forged a small peasant construction team into a large shareholding private enterprise group with 18 subsidiaries. Yet as the enterprise developed step by step, helping those in danger and relieving the distressed has always accompanied it.

"We are beneficiaries of reform and opening up, and the enterprise was developed with the help and support of governments at all levels and our fellow villagers, so we should give back to society." Han Xingwang said he knows what poverty tastes like, and seeing the masses troubled by poverty, he always cannot bear it.

When contracting projects in pastoral areas, if he encountered herders living in difficulty, he would leave two or three hundred yuan and give one or two bags of flour; if any child in his hometown could not afford school, he would promptly send the tuition fees over. From the time he started with a construction team, as long as he could earn a little money, he would always take out a portion to help people in difficulty, helping wherever the project went.

"He has always treated the masses' affairs as his own. As the enterprise has grown bigger and bigger, he has done more and more things for the villagers. Sanlifang Village has changed enormously in recent years, and his assistance and leadership have been crucial." said Han Saligu, director of the Sanlifang Village Committee.

Han Saligu told reporters that the village road used to be only 2 m wide and full of potholes, making it very inconvenient for the masses to travel. To solve the travel problem, Han Xingwang's enterprise donated more than 30 million yuan to widen this road into a 6 m asphalt road and turn the area into a commercial tourism street. In the past two years, he also donated 7 buildings with more than 240 residential units free of charge to households in the village without housing, and this item alone benefited each villager household by more than 300,000 yuan on average.

"When the enterprise earns less, help a little less; when it earns more, help a little more. An enterprise cannot solve all poverty problems, but help within its capacity will bring spiritual support to people in difficulty." This is Han Xingwang's poverty alleviation philosophy and also his philosophy of running a business. It is precisely under this philosophy that, as the enterprise has developed and grown, his poverty alleviation funds and the scope of those he assists have also continued to expand, and have gradually become internalized as an enterprise system.

Starting in 2006, he began distributing nutrition subsidies to elderly people over 60 years old in 13 villages and communities in Xunhua County, 400 yuan to 800 yuan per person per month, uninterrupted for more than 10 years, with cumulative donations of 5.3 million yuan as of now; in the same year, to support poor children who had dropped out of school, the Qinghai Xingwang Charity Relief Association came into being, and over 10 years it has cumulatively supported 350 poor students in attending university. In the past two years, he also made "more than 10% of the company's profits to fund poor students" a company system.

In 2013, Han Xingwang took the lead in proposing and one-time provided 10 million yuan as support funds for the "lamian economy," encouraging and helping young people aspiring to start businesses to establish small and micro enterprises and open restaurants. At present, the "lamian economy" support fund has expanded to 43 million yuan, and lamian restaurants opened by Salar people have blossomed all over the country.

At the same time, starting in 2014, he began giving large rewards to students with outstanding college entrance examination results and outstanding teachers in Xunhua County, with the highest reward reaching 100,000 yuan per student.

"With the implementation of the national targeted poverty alleviation policy, poverty alleviation efforts have been continuously intensified. Solving food and clothing problems and removing the label of poverty is basically no longer a big problem. Increasing support for education and assistance for industrial development, and solving the poverty problem at its roots, is what must be focused on next." Han Xingwang said that in the future the enterprise's assistance must further tilt toward education and toward poor Tibetan areas.

Harboring gratitude, he does not forget his fellow villagers after becoming wealthy; always holding a heart of "cannot bear it," he handles the affairs of people in difficulty as his own. According to statistics from verifiable donation materials, over the past 10 years, Han Xingwang has cumulatively donated 284 million yuan to social public welfare causes such as earthquake relief, culture and education, and poverty alleviation and assistance. In 2014, he was awarded "National Advanced Individual in Social Poverty Alleviation Work," and on the 16th, at the National Poverty Alleviation Award Commendation Conference held in Beijing, he also received the 2016 National Poverty Alleviation Dedication Award.

"When money the enterprise has worked hard to earn is to be donated, sometimes it still hurts, but after helping so many people, the joy and comfort in my heart are indescribable." Han Xingwang said with a smile that helping the poor and assisting the needy is the cause he will devote his life to. Xinhua News Agency reporters Luo Xiaofei and Li Yaguang
