How much can you receive in farm land transfer subsidies?
How much subsidy can be received for farm land transfer, and what issues should also be noted.
Land transfer means more income for landowners
In December 2015, the Ministry of Finance issued the "Guiding Opinions on Piloting Support for Village-Level Collective Economic Development," which proposed that in 2016, the central government finances would select 13 provinces to carry out pilots. On the basis of the original two pilot provinces of Zhejiang and Ningxia, 11 provinces were added: Hebei, Liaoning, Jiangsu, Anhui, Jiangxi, Shandong, Henan, Guangdong, Guangxi, Guizhou, and Yunnan, to carry out pilots within a certain period. This shows that the state's incentive mechanism for land transfer is no longer limited to policy support; instead, the government will provide subsidy funds to encourage land transfer.
The Ministry of Finance provides a one-time subsidy for land transfer on a per-mu basis. The local finance bureau will compensate the landowner (land already confirmed and registered) at the standard of 100 yuan per mu. That is to say, if I have 1000 mu of land, as long as I transfer it out, I can receive a one-time subsidy of 100,000 yuan.
To get the subsidy, you also need to meet transfer thresholds
1. The land transfer period is more than 3 years. The area of a single land transfer is more than 1000 mu (more than 300 mu for land share cooperative equity participation).
2. The land transfer price is not lower than the farmer's year-round direct operating net income or the benchmark price set by the city or county, while also ensuring that the transferred farmers' annual income achieves stable growth.
For example, a farmer who owns land has always planted corn, and the sales revenue per mu can be 2000 yuan, but he needs to subtract planting costs (including agricultural materials, agricultural machinery, etc.), and calculate the contracted land fee according to his net income. If there is a relatively long land transfer period, the land contracting fee also needs to increase each year according to local price increases.
3. For farms or cooperatives that have already obtained a business license, those that need to have a certain demonstrative role or scale can obtain corresponding subsidy support with priority.
4. A formal land transfer contract has already been signed, and the land transfer operation is standardized. Moreover, this contract has legal effect.
5. Finally, the local government also needs to attach importance to land transfer work and be able to arrange incentive and support funds after land transfer. For the pilot provinces mentioned above, this fund is allocated by the Ministry of Finance; for provinces not mentioned, you need to consult the relevant departments in advance.
The land contractor can also receive policy subsidies
The Ministry of Agriculture's "three subsidies," namely improved seed subsidies, direct grain-growing subsidies, and comprehensive agricultural materials subsidies, have always been key subsidy items for farmers growing grain. In the Ministry of Agriculture's latest "Guiding Opinions on Adjusting and Improving the Three Agricultural Subsidy Policies," it was pointed out that all localities will adjust 20% of the funds in agricultural materials subsidies, plus the funds from the pilot subsidy for large grain-growing households, and the incremental funds from the "three subsidies," to be coordinated for use in supporting moderate-scale grain operation.
In other words, this sum of money is an adjustment made to support the construction of grain scale operations. As long as the land area you transfer is large and you grow more grain, you can receive this subsidy more abundantly and more quickly.
In addition, the Ministry of Agriculture's "Measures for the Administration of Rural Land Contractual Management Right Transfer" stipulates that the income after land transfer belongs to the contractor. No organization or individual may encroach upon, intercept, or withhold it.
This shows that the state will protect the contractor's planting income, and at the same time the relevant grain-growing subsidy funds will be transferred from the landowner to the contractor. In short, whoever grows grain gets the subsidy.
In fact, it is not difficult to see the state's determination regarding agricultural scale construction. From previous encouragement to current subsidies, letting more people who know how to farm cultivate more land is the general direction of our country's agricultural development in the future. Therefore, the family farm model will surely become a key project supported by the state in the next 5 years!
