Major grain-producing areas should take the lead in achieving the goal of agricultural mechanization

Looking back over more than 60 years of agricultural development, only through mechanization can China's agricultural modernization advance steadily and rapidly; the development of agricultural mechanization should be promoted across the entire process, in all aspects, with high quality and high efficiency.

Major grain-producing areas should take the lead in basically achieving agricultural mechanization. It is suggested to accelerate the implementation of the action to advance full-process mechanization of grain production on an organized, whole-area basis. Give full play to the incentive and guiding role of agricultural machinery purchase policies, focus subsidized machinery on full-process mechanization, implement a universally accessible, open policy for agricultural machinery purchase subsidies, and increase subsidies for machinery needed for green yield-increasing technologies such as conservation tillage, deep loosening and soil preparation, and straw return. Create large-scale demonstration zones for full-process mechanized production, introduce green leisure agricultural machinery and farming experiences, promote and apply energy-saving and environmentally friendly mechanization technologies, and open up additional income channels through the multifunctional aspects of agriculture.

Strongly support machinery-agronomy integrated socialized services. With agricultural mechanization as the vehicle and farmers' cooperatives as the main body, implement projects supporting agricultural socialized services, and advance the professionalization, scaling-up and socialization of services such as contracted plowing and planting, joint plowing and joint planting, and unified prevention and control of pests and diseases. In local annual construction land quotas, list a certain proportion separately for new-type business entities to build auxiliary facilities. Support new-type business entities in using the additional cultivated land gained from contiguous consolidation, in accordance with regulations, to improve supporting facilities for scaled operations. For land used by new-type business entities for production facilities, ancillary facilities and supporting facilities for modern scaled planting and breeding and grain production, manage it as facility agricultural land.

Promote the upgrading of agricultural mechanization. Focus on major links such as tillage and soil preparation, planting, harvesting, plant protection, drying, and straw handling, and integrate full-process mechanization solutions, complete sets of equipment, and regional main technical models. Promote the integration of cloud computing, the Internet of Things and other technologies with the modern agricultural machinery equipment manufacturing industry, and create a new generation of agricultural machinery equipment with capabilities for information acquisition, intelligent decision-making and precision operations.
