To increase farmers' incomes, we must further do a good job of addition and subtraction

The National Agricultural Modernization Plan (2016-2020) proposed that over the next five years the average annual growth rate of per capita disposable income of rural residents should be higher than 6.5%, so as to ensure that farmers' incomes in 2020 are double those of 2010. This reflects the essential requirement of agricultural modernization, namely that by developing modern agriculture, farmers should have more tangible gains. To increase farmers' incomes, we must further do a good job of addition and subtraction.

From the perspective of doing addition, first, encourage and support farmers in developing high-value-added crop and livestock production, aim at the new trends in the adjustment of social consumption demand, produce safe, healthy, refined, high-quality, and high-value agricultural products, and maximize returns. Second, actively promote the integrated development of the primary, secondary, and tertiary industries in rural areas, and use new mechanisms, new technologies, new business forms, and new models to achieve agricultural value-added and farmers' income growth through industrial linkage. Third, aim at backward areas and poor populations and at weak links in agriculture, use the necessary forces, continuously increase agricultural investment, and shore up the weak links in agricultural and rural development. Fourth, deepen the reform of the agricultural and rural institutional mechanisms. The key aspects of the reform are: first, actively promote the confirmation of rural collective assets to households and the shareholding cooperative system; second, accelerate the entry of rural collective operating construction land into the market on an equal footing with state-owned construction land, with equal rights and equal prices, and actively carry out pilot reforms of rural land expropriation, the entry of collective operating construction land into the market, and the homestead system.

From the perspective of doing subtraction, first, actively promote the process of granting urban residency to people transferred from agriculture. Large cities, medium-sized cities, and small cities (towns) should, on the basis of existing policies, further lower the threshold for farmers to enter cities and create institutional conditions for farmers to settle in cities. Second, encourage and support farmers in reducing agricultural costs and consumption. It is necessary to support farmers in management innovation and technological innovation through policies, conserve and economize agricultural resources, scientifically allocate labor, capital, technology, and land and water resources, reduce agricultural operating costs through innovation, and increase agricultural efficiency through innovation.
