Strengthen full-process supervision to build safe vegetables with all efforts

Shouguang is the hometown of Chinese vegetables. Since the launch of the initiative, it has consistently treated quality and safety as the "lifeline" of the vegetable industry's development, earnestly implemented the "four strictest" requirements put forward by General Secretary Xi Jinping, strengthened supervision of the entire vegetable production and operation process, and firmly held every line of defense from the field to the dining table, ensuring that the people can eat "safe Shouguang vegetables."

1. Effectively manage the "pre-production" stage to ensure safe vegetables are produced under supervision. Make full efforts in the front-end stage of vegetable planting to consolidate the foundation of vegetable quality and safety. First, manage good seeds. Adhering to both internal cultivation and external introduction, 5 integrated seed enterprises covering breeding, propagation and promotion, such as Shouguang Vegetable Seed Industry Group, have been cultivated; 46 new vegetable varieties have passed approval, and the annual seedling breeding capacity reaches 1.4 billion plants. Second, manage good agricultural inputs. A service platform for agricultural input quality and safety management has been established; all of the more than 5,000 pesticides sold in Shouguang City are subject to a business notification system, and real-name purchasing of pesticides is fully implemented. Third, manage good soil. Since 2011, a total of 40 million yuan has been invested, and 280,000 mu of soil has been improved. Starting this year, 8 million yuan will be allocated each year to vigorously promote microbial fertilizers and high-carbon organic fertilizers, and within 5 years all soil in the main protected vegetable production areas will be improved through rotation.

2. Effectively manage the "mid-production" stage to ensure safe vegetables are grown. Following the approach of "scale production, balanced fertilization, and emphasis on quality," mid-production supervision has been strengthened to promote standardized, large-scale and green vegetable production. First, implement scale operation. Villages' "two committees" have been encouraged and guided to establish 174 cooperatives, bringing thousands of households onto the track of safe production. Vigorously advance the "two transformations" of converting open fields to greenhouses and old greenhouses to new ones; more than 8,800 new-style greenhouses under the "two transformations" have been built, demonstrating and promoting new agricultural technologies, new products and new processes, with an average income increase of 100,000 yuan per mu. Three "agricultural corridors" covering 100,000 mu have been built, driving the transformation of vegetable production from scattered planting to intensive development. Second, implement green prevention and control. The municipal finance department sets up special subsidy funds every year to fully promote green prevention and control technologies such as insect-killing lamps, sticky insect boards and biological pesticides. At present, the prevention and control area has reached 500,000 mu, and the use of chemical pesticides has been reduced by more than 20%. Third, implement precision fertilization. Vigorously promote the integrated improvement project of water and fertilizer to solve the problem of soil nutrient leaching and effectively improve resource use efficiency. The citywide promotion area has reached 100,000 mu, saving about 50% of water and fertilizer and increasing yield per mu by more than 10%. Fourth, implement joint law enforcement. Following the approach of "seamless coverage, clear responsibilities, tiered management and continuous improvement," a city-town-village three-level vegetable quality and safety supervision team has been established, led by the municipal agricultural product quality and safety supervision and law enforcement agency, with town and street agricultural law enforcement squadrons and agricultural product quality and safety supervision and management offices as the backbone, and 988 village-level supervisors as supplements, achieving full-process supervision of vegetable production.

3. Effectively manage the "post-production" stage to ensure safe vegetables are sold. Focusing on brand building, circulation and trading, and quality traceability, safety supervision has been continuously strengthened to strictly prevent problem vegetables from entering the market and appearing on the dining table. First, create brands. With brands leading standards and improving quality, a total of 568 agricultural products have been certified under the "three products and one label" program, and the influence of "Shouguang Vegetables" has continued to expand. Carry out farmer-supermarket docking, farmer-enterprise docking and e-commerce docking at different levels; production-sales docking cooperation agreements have been signed with 405 chain supermarkets such as Walmart and China Resources Vanguard, as well as more than 200 large and medium-sized enterprises; more than 5,000 kinds of vegetables and seedlings are sold online, achieving high quality and good prices. Second, manage the market. In light of the reality that Shouguang vegetables are "bought nationwide and sold nationwide," supervision of trading markets has been strengthened, and a city-town-village three-level testing system has been specially established, led by the municipal inspection and testing center, with town and street testing institutions as the backbone, and testing institutions of agricultural product production enterprises, wholesale markets and village-level markets as supplements. Every year, the city and town levels conduct random inspections of more than 50,000 vegetables, and vegetables that have not been tested or that fail testing may not be sold on the market under any circumstances. Third, strengthen traceability. The "Internet Plus" way of thinking has been applied to vegetable quality supervision; an agricultural big data platform has been developed, and a QR code information traceability system has been launched, achieving traceable sources, checkable flows, accountable responsibilities and quality safety for vegetables.
