Farming Pheasants to Dance the Dream of Escaping Poverty and Becoming Prosperous

Support staff from Jiyang District visit Lan Dexin, a targeted poverty-alleviation household.

Before poverty alleviation efforts began, the family of Lan Dexin, a villager from Baoqiu Group of the Luopeng Village Committee, had fallen into poverty because of illness and lacked the ability to generate income on their own. Based on the causes of the family's poverty, Jiyang District created a "tailor-made" poverty alleviation plan for Lan Dexin through "industrial poverty alleviation + labor export + expanded sales channels," and by farming pheasants, he danced the dream of escaping poverty and becoming prosperous.

On the morning of the 19th, the reporter saw at Lan Dexin's home that the house had been completely renovated, with a large shaded betel nut grove at the entrance and more than 300 chicks in the chicken pen strolling about leisurely.

Lan Dexin is a villager from Baoqiu Group of the Luopeng Village Committee. His eldest son was already married and had set up a separate household. His second son, Lan Zhizhong, injured his left lower leg in a motorcycle fall and could not do heavy work. Later, he was also diagnosed with "osteoma" and was treated successively at the PLA 425 Hospital and the PLA 301 Hainan Branch. The cost of this treatment alone exhausted all the savings of Lan Dexin and his wife.

Lan Dexin said that before the poverty alleviation assistance, the family had no real source of income. With the help of the poverty alleviation work team, great changes took place in the family. "Before, the annual per capita income of a family of five was only just over 1,000 yuan. Now the situation has improved greatly. In 2016, the per capita income already reached almost 12,000 yuan. Not only did we raise some pigs and pheasants and open up a betel nut plantation, but our sick second son was also hired by an enterprise in the city involved in poverty alleviation work. The family's standard of living has improved significantly."

In order to help Lan Dexin, poverty alleviation workers, based on the characteristics and actual circumstances of his family members, found the right path and provided assistance at the key points. By developing industry, introducing breeds, and farming pheasants, they ultimately achieved precise household-level assistance and led the family out of poverty.

Cai Yaoze, deputy head of Jiyang District, said that to develop industry, the most important thing is to establish the concept of branded agricultural products. They actively promoted the discovery of good products, the building of good brands, the expansion of sales channels, and the cultivation of good consumer markets and consumer groups, so as to achieve a virtuous closed cycle of high-quality agricultural products. Based on the actual situation of Lan Dexin's family, the district government decided to use the open space in front of his home to help develop under-forest economy, plant additional betel nut groves, and build a chicken farm under the betel nut grove. With the assistance of technical personnel, in March 2017, with seedlings provided by the district government, the first batch of more than 460 pheasants raised by Lan Dexin was completely sold, winning both praise and sales.

"Good products command good prices." Consumer groups prefer pollution-free agricultural and livestock products from rural areas. Chen Yue, secretary of the Jiyang District Party Committee, said that the next step could be to explore using "e-commerce" platforms and rely on Sanya's consumer market to advance "targeted poverty alleviation," increase sales channels for rural livestock products, and help more farmers escape poverty and become prosperous. When Lan Dexin's pheasants were ready for market, in order to help sell them promptly, the government, enterprises, and social forces came together to assist the poverty-stricken household. On August 26, 2016, relevant departments used WeChat and QQ groups to release information. The Sanya Rural Youth Entrepreneurship Leaders Association, Hainan Farmer Friends Association, and Tianya Voice responded positively. Volunteer organizations such as "Heart to Heart" and "Love in Tianya" joined the relay of compassion, forwarding information in WeChat groups for charitable purchase of the poor household's pheasants. Association members, volunteers, citizens, and enterprises all responded one after another. Some contacted the farmer in advance to buy them, and all 460 pheasants were soon fully subscribed.

To help targeted poverty-alleviation households escape poverty, it is necessary to formulate "one policy per household" poverty alleviation measures. Based on villagers' specific circumstances, desire to become prosperous, labor capacity, and other concrete conditions, Jiyang District provides diversified specialty agriculture such as raising sheep, raising chickens, and growing melons and vegetables, and establishes rural cooperatives to advance industrial project poverty alleviation, so that every household has a path to prosperity and the poverty problem of poor families is solved at its root. The people must not be allowed to fall back into poverty just after escaping it.
