He owns the largest tea industry physical base in Xinyang, and he dreams of building the "Tea Capital" into a century-old brand. He is not only a "king" of tea growing, but also a village party secretary who leads poor villagers to prosperity. He is Xu Qilai, party secretary of Haojiachong Village, Shihegang Town, Shihe District, Xinyang City, and party secretary and chairman of the Chadu Sanmong Farmers' Professional Cooperative in Shihe District, Xinyang City.
Xu Qilai graduated from Xinyang Agricultural College in 1990, and after leaving school he contracted 150 mu of tea gardens in Haojiachong Village; in the winter of 1996 he contracted more than 2000 mu of barren hills and transformed fir gardens, bamboo forests and walnut orchards; in 2001, he contracted more than 5000 mu of barren hills and planted tung oil trees, walnuts, bamboo forests and chestnut orchards; since taking up the post of village party secretary in Haojiachong Village in 2014, he has taken it as his duty to lead villagers out of poverty and to prosperity, and in an ordinary post he is dedicated to his work, diligent and uncomplaining.
Xu Qilai knows well that targeted poverty alleviation is a systematic project, and temporary help cannot solve the fundamental problem. If this year he earns a little money from work and escapes poverty, next year he may have nothing to do and fall back into poverty. Only by finding a good industry with long-term and stable income for disadvantaged households can they truly be helped out of poverty. Since 2012, he has invested more than 10 million yuan and founded the Chadu Sanmong Farmers' Professional Cooperative in Shihe District, Xinyang City, adopting an industrialized management model of "cooperative + poor farmer households + base" to carry out targeted poverty alleviation. The previous passive situation in which farmers operated in scattered, fragmented ways and each acted alone has been replaced by unified planning and management led by the cooperative, unified supply of agricultural materials, unified technical services, unified forest management, unified mechanical picking and processing, and unified market sales, forming a strong cohesion, improving the scientific and technological quality of poor households, solving the difficulties of poor households having no funds, no technology and no market, and helping poor households escape poverty and become prosperous. By March 2017, the whole village had been lifted out of poverty!

In 2015, Xu Qilai found an e-commerce platform enterprise for the people of the whole town - Maojian Tea Network - to settle in Shihegang Town. Through professional technical lectures organized by the cooperative, free shops for tea farmers, QR code seals and signs, and training to spread knowledge, tea farmers can earnestly study culture and skills and master good green prevention and control techniques, providing conditions for "making money in a proper way" and keeping up with the pace of the times. "In the past, tea farmers lived at the mercy of the weather, but now they can completely rely on the professional skills they have learned, and can also continuously enrich themselves through technical platforms, providing support for sustainable skills." In the continuous investment in innovation, it is not only about embracing the Internet, but also about the use of new technologies.
It is reported that: Xu Qilai was awarded the honorary title of "Model Worker in Afforestation and Greening of Henan Province" in 1999; was rated as an "Advanced Worker" in 2004; was rated as a "Provincial Five-Good Grassroots Party Organization" in 2006; won the "Henan Province Top 100 Rural Professional Technology Associations" in 2008; was awarded as "Top 100" outstanding talent in "Leading the Construction of the Rural Comprehensive Reform Pilot Zone" in 2011; was awarded "Advanced Non-Public Economic Organization Party Organization" in 2012; won the gold award for Xinyang Hong in the International Tea City Cup Tea Competition in 2013; obtained the "National Pollution-Free Agricultural Product Internal Inspector Certificate" in 2013; obtained the "Xinyang City Science and Technology Progress Award" certificate in March 2015; and was awarded "Xinyang Tea Industry Top Ten Technological Innovation Enterprises" in April 2015.
