Ding Yi becomes a great helper in poverty alleviation and prosperity
Mianyang News Network, China (Reporter Yuan Yuan) More than 300 days rooted in the designated poverty alleviation village, more than 100 in-depth heart-to-heart conversations with impoverished households, more than 50 poverty alleviation and prosperity measures implemented one by one, 2.8 km of muddy path turned into a wide cement road, a 3.2 million yuan land consolidation project planned and built... "However much mud sticks to your shoes, that much true affection settles in your heart." This is a true portrayal of Ding Yi, a cadre selected by the Municipal CPPCC organ and the "First Secretary" of the Party branch of Xinhe Village, Guanghui Town, Santai County, in serving the masses. Over the past year, he walked through the village and into households, visiting the poor and asking about their hardships, and with tenacity and drive, he accurately identified the problems and secured good solutions, leading all the Party members, cadres and villagers of the village to blaze a path of poverty alleviation and prosperity.
Poor roads, difficult irrigation, "six parts mountain, one part wasteland, three parts farmland" - this was Ding Yi's first impression of Xinhe Village. To truly understand the basic situation of impoverished households, the causes of their poverty and their thoughts and hopes, Ding Yi spent half a month visiting all the impoverished households in the village twice. He recorded every household's difficulties and needs one by one in his notebook, engraved them in his heart, and ultimately put them into action.
"How can we pull out the roots of poverty and let the common people live good lives? This is what I considered from the moment I entered the village." After the initial investigation and visits, Ding Yi decided to start by changing the mindset of the village and community cadres and the impoverished households. Ding Yi organized them to visit the Santai Southern Comprehensive Reform Zone to see lotus root and oil peony cultivation and aquaculture, earnestly study development experience, discuss and exchange views on professional techniques and business management with large growers and breeders, and after returning to the village hold grand discussions to explore development ideas. On the other hand, he scientifically assessed the conditions for poverty alleviation and prosperity, established the development goal of "change in one year, great transformation in two years, moderate prosperity in three years," and invited relevant municipal and county functional departments to the village to hold 5 special meetings, leveraging professional advantages to formulate the high-standard "Xinhe Village 2016-2020 Poverty Alleviation Development Plan." "These plans are high-starting-point and highly operable. If we follow the plan, our village will definitely have hope in the future." Li Zhixing, Party branch secretary of Xinhe Village, said with emotion after reading the plan.
To help more villagers prosper, sound infrastructure is needed as support. Ding Yi secured 1 million yuan in road construction funds from higher levels and built 2.8 km of cement road connecting the village, linking Xinhe Village into the municipal and county transportation network and industrial network. Based on the village situation of Xinhe Village - large area, small population, and scattered and remote community groups - he coordinated with the Santai County land department to survey the village and plan a 3.2 million yuan land consolidation project; using 470,000 yuan in pond renovation project funds, he vigorously upgraded old irrigation equipment and addressed the problems of blocked ditches and uneven water distribution; adopting a unified planning and unified construction approach, he built housing in a centralized manner for 14 impoverished households. To further expand the service function for the people, he also coordinated with the Municipal CPPCC Office and the Municipal Housing and Urban-Rural Development Bureau to donate 200,000 yuan to improve village-level office and activity conditions.
Ding Yi also actively explored a new mechanism for Party-building-driven poverty alleviation, establishing a "Party branch + cooperative + impoverished households" industrial poverty alleviation model. He led village cadres and large growers to establish Xinhe Village's first farmers' professional cooperative, transferring more than 350 mu of land and bringing all impoverished households into the cooperative, providing them with a stable and sustained source of income.
In response to the severe dependency mentality of certain impoverished households, Ding Yi explored and implemented the results of the "Five Requirements Scoring Method" among the impoverished households of the entire village, namely: be industrious, be filial and supportive, be harmonious, be spirited, and be Warmhearted. According to the rating levels, he increased the differentiation in funding and project assistance, truly reflecting more pay for more work and rewarding the diligent while penalizing the lazy. The experience and practices formed were published in "Sichuan Daily" and "Sichuan CPPCC Daily," and a briefing was compiled and printed by the Municipal Poverty Alleviation Office for study and reference.
Loosening the soil of poverty and pulling out the roots of poverty, with true sincerity and true affection for the common people. Today's Xinhe Village has improved infrastructure, accelerated industrial development, increased villagers' incomes, and continuously rising living standards, presenting a thriving and encouraging scene. "The village has changed little by little. I have not let down the trust of the organization and the masses. I feel both gratified and proud," said Ding Yi.
